Analysis of the Current State of Population Protection in the City of Brno During Selected Extraordinary Events and Proposal of Measures to Improve it

Abstract:

Tato diplomová práce se zabývá problematikou ochrany obyvatelstva ve městě Brně při vybraných mimořádných událostech a návrhem nových opatření za účelem jejího zlepšení. Práce je rozdělena na teoretickou a praktickou část. V rámci teoretické části jsou v první kapitole vysvětleny základní pojmy a legislativa vztahující se k mimořádným událostem. Dále jsou ve druhé kapitole rozděleny a vysvětleny mimořádné událostí. Ve třetí kapitole jsou popsány metody analýzy rizik v oblasti ochrany obyvatelstva a v poslední čtvrté kapitole teoretické části jsou specifikována obecná východiska ochrany obyvatelstva. V rámci praktické části je nejprve v páté kapitole popsáno zájmové území, kterým je město Brno. V šesté kapitole je provedena analýza rizik KARS a FMEA za úče-lem prioritizace mimořádných událostí. V sedmé kapitole je analyzován současný stav ochrany obyvatelstva ve městě Brně vůči vybraným mimořádným událostem pomocí SWOT analýzy. V poslední osmé kapitole jsou navržena opatření na zlepšení úrovně ochrany obyvatelstva vůči vybraným mimořádným událostem.

Abstract:

This diploma thesis deals with the issue of population protection in the city of Brno du-ring selected extraordinary events and the proposal of new measures to improve it. The work is divided into a theoretical and a practical part. As part of the theoretical part, the first chapter explains basic concepts and legislation related to extraordinary events. Furthermore, extraordinary events are divided and explained in the second chapter. In the third chapter, risk analysis methods in the area of population protection are described, and in the last, fourth chapter, the theoretical part, general principles of population pro-tection are specified. In the framework of the part, the practical area of interest, which is the city of Brno, is firstly described in the fifth chapter. In the sixth chapter, a KARS and FMEA risk analysis is carried out in order to prioritize extraordinary events. In the se-venth chapter, the current state of protection of the population in the city of Brno against selected extraordinary events is analyzed using a SWOT analysis. In the last eighth chap-ter, measures are proposed to improve the level of protection of the population against selected extraordinary events.
