A Sample Draft Anti-corruption Strategy for Statutary Municipalities

Abstract:

Cílem této diplomové práce je poskytnout náhled do problematiky korupce ve veřejné správě, vyhodnocení účinnosti protikorupčních nástrojů a návrh důležitých bodů protikorupční strategie aplikovatelné pro města i obce. V teoretické části je definován pojem korupce, korupčního prostředí a jednání, z pohledu legislativy. Jsou zde uvedeny v současnosti využívané právní nástroje boje s korupcí, posouzena jejich účinnost a zhodnocen současný stav prevence proti korupčnímu jednání v České republice. V praktické části jsou implementovány poznatky z teoretické části, uvedení specifik Jihomoravského kraje k tomuto tématu a navržena nejdůležitější protikorupční opatření ve formě návrhu protikorupční strategie města.

Abstract:

The goal of this dissertation is to provide an insight into issues of corruption in public administration, to evaluate efficiency of anti-corruption tools, and to suggest important bases in anti-corruption strategies to make them useful for towns and villages. A theoretical part of the dissertation contains definitions of corruption, corruption environment and behaviour from a legislation point of view. It presents contemporary legal tools for suppressing corruption, their efficiency and contemporary level of prevention of anti-corruption behaviour in the Czech Republic. A practical part of the dissertation implements knowledge from the theoretical part, presents specifics of the South Moravian Region to this topic and suggests the most important anticorruption measures by way of an example of the anti-corruption strategy of a town.
