The use of financial analysis for municipalities

Abstract:

Bakalářská práce se zabývá možnostmi využití finanční analýzy ve veřejném sektoru, především v oblasti municipálních jednotek. Cílem práce je shrnutí těchto možností a jejich následné použití pro zhodnocení hospodaření města Vroutek v období mezi roky 2007 - 2016. V závěru je pak hospodaření města zhodnoceno na základě výstupů z provedené analýzy. Teoretická část práce je rozdělena do tří kapitol. První kapitola vymezuje oblast veřejného sektoru a porovnává principy v hospodaření tohoto sektoru se sektorem soukromým. Druhá kapitola práce definuje pojem obec, zaměřuje se na její hospodaření a jeho monitoring ze strany státu. Ve třetí kapitole jsou shrnuty možnosti využití finanční analýzy v municipálních jednotkách s detailním zaměřením na poměrové ukazatele. Čtvrtá kapitola práce je zároveň její praktickou částí, v jejímž úvodu je představena sledovaná obec. Následně je hodnocena příjmová a výdajová stránka rozpočtu města Vroutek ve sledovaném období. K naplnění cíle této práce je pomocí poměrových ukazatelů hodnocena autarkie, likvidita, finanční struktura a aktivita města Vroutek. Z výsledků provedené analýzy vyplývá, že ve všech hodnocených oblastech hospodaření je patrný příznivý vývoj. Nakládaní obce s jejími zdroji je možné zhodnotit jako soběstačné a zodpovědné. Pozitivní je její nezadluženost. Největší prostor ke zlepšení je u sledované obce v oblasti efektivnějšího zhodnocení především peněžních zdrojů.

Abstract:

The bachelor thesis deals with the possibilities of using financial analysis in the public sector, specifically for the area of municipal units. The aim of the thesis is to summarize these possibilities and their subsequent use for the evaluation of the management of Vroutek village between 2007 and 2016. In the end, the municipal management in these years is evaluated on the basis of the results of the analysis. The theoretical part is divided into three chapters. The first chapter defines the area of the public sector and compares principles in the management of this sector with the private sector. The second chapter of the thesis defines the concept of the village, it focuses on its management and its monitoring by the state. The third chapter summarizes the possibilities of using financial analysis in municipal units with a detailed focus on ratios. The fourth chapter of the thesis is at the same time its practical part in the introduction of the monitored community. The income and expenditure side of Vroutek budget in the monitored period is then evaluated. The autocracy, liquidity, financial structure and activity of Vroutek municipality are evaluated by means of ratios. The results of the analysis show that favorable development is evident in all the evaluated economic areas. Loading the municipality with its resources can be considered as self-sufficient and responsible. The positive aspect is its indecision. The biggest part for improvement is the monitored village on the area of more efficient appreciation of monetary resources in particular.
