Management of real estate property of the army of the Czech Republic after 1989 in the Ústí region

Abstract:

Listopad 1989 přinesl politické změny v naší zemi, na které následovaly transformace v hospodářství i v oblasti veřejné správy. Byla oslabena moc státu, naopak posiluje územní samospráva a soukromý sektor. Mění se celá struktura státní moci, výrazně se mění armáda, která nejprve v roce 1993 reguluje povinnou základní vojenskou službu a k 1. 1. 2005 ji zcela ruší. Pro armádu tak od počátku devadesátých let vniká velký problém s využitím velkého množství nemovitého majetku. Jedná se o budovy kasáren, letiště, výcvikové plochy atd. Vzhledem k původnímu specifickému účelu těchto objektů i jejich lokalizaci je jejich privatizace v řadě případů velmi komplikovaná. Pro mnohé objekty se sice podařilo nalézt nové racionální využití, velké množství z nich však chátrá a v regionech rozšiřují skupinu brownfieldů, které zde zanechala nevydařená privatizace průmyslových a zemědělských podniků. Cílem této diplomové práce je vyhodnotit výsledky privatizace vojenských objektů na území Ústeckého kraje.

Abstract:

November 1989 brought political changes in our country, followed by transformations in the economy and in public administration. The power of the state has been weakened, while territorial self-government and the private sector are strengthening. The whole structure of state power is changing, the army is changing significantly, which in 1993 regulates compulsory basic military service and abolishes it as of January 1, 2005. Since the beginning of the 1990s, there has been a great problem with the military using large quantities of real estate. These are the buildings of the barracks, airports, training areas, etc. Due to the original specific purpose of these buildings and their localization, their privatization is in many cases very complicated. Although many rational uses have been found for many buildings, many of them are dilapidated and in the regions they are expanding the group of brownfields left behind by the unsuccessful industrial and agricultural privatization. The aim of this thesis is to evaluate the results of privatization of military buildings in the Ústí Region.
