Cleavages in the Irish party system

Abstract:

Moderní irský stranický systém se začal formovat na počátku 20. století a hlavním tématem tehdejší irské politické reprezentace byla nezávislost Irska na Velké Británii. Politické strany, které vznikly na základě tohoto sporu o nezávislost přetrvaly až do současnosti, přestože otázka nezávislosti není již dlouhá léta aktuální. Někteří vědci proto uvádějí, že je irský stranický systém deviantní, jelikož v něm chybí výrazné rozdíly mezi hlavními stranami z pohledu pravice a levice. Cílem této práce je aplikovat teorii štěpících linií na irský stranický systém a následně ověřit, zda je v irském stranickém systému relevantní pravo - levá štěpící linie. Konkrétně aplikuji teorii Arenda Lijpharta, který rozlišuje následující dimenze: socioekonomická, urbálně - rurální, kulturně - etnická, náboženská, postmaterialistická, zahraničně politická a podpora režimu. U pravo - levé dimenze vycházím z pojetí Petera Maira. Práce je rozdělena do tří kapitol, první se zabývá teorií štěpících linií a přístupy jednotlivých autorů. Druhá část je věnována irskému stranickému systému a jeho vývoji se zaměřením na tři nejsilnější irské strany: Fianna Fáil, Fine Gael a Labour Party. Ve třetí části aplikuji teorii Arenda Lijpharta na irský stranický systém a dále se pokouším ověřit relevanci pravo-levého štěpení v irském stranickém systému. Ve své práci docházím k závěru, že je v Irsku po celou dobu existence moderního stranického systému zřetelná socioekonomická štěpící linie. Není však vždy nejdůležitější štěpící linií, v průběhu času se objevují a zanikají i další štěpící linie. Ve 20. a 50. letech je významná linie urbálně-rurální, v 70. letech zahraničně politická, v 80. letech náboženská, v 90. letech postmaterialistická a po roce 2000 opět zahraničně-politická štěpící linie. Dále docházím k závěru, že je v Irsku relevantní pravo - levá štěpící linie a všechny strany lze identifikovat na pravo - levé škále.

Abstract:

Modern Irish party system began to take shape in the early 20th century and the main theme of the Irish political representation was the independence of Ireland from Great Britain. The political parties that emerged from this dispute for independence have lasted until today, although a question of independence has not been current for many years. Some scientists therefore argue that the Irish party system is deviant, as there are no significant differences between the major parties in terms of right and left. The aim of this work is to apply the theory of cleavages on the Irish party system and then verify that the left-right cleavage line appears in Irish party system. Specifically, I want to apply the Arend Lijphart´s theory, which distinguishes between the following dimensions: socio-economic, religious, cultural-ethnic, urban-rural, regime support, foreign policy and post-materialism. Part of this work which focuses on the left-right dimension is based on the concept by Peter Mair. The work is divided into three sections, the first deals with the theory of cleavages and with approaches of individual authors. The second part is devoted to the Irish party system, its development, and focusing on the three strongest Irish parties Fianna Fáil, Fine Gael and the Labour Party. In the third part I apply Arend Lijphart´s theory to the Irish party system and trying to verify the relevance of a right-left split in the Irish party system. In my work I conclude, there has been clear socio-economic cleavage for all time of existence of modern party system in Ireland. However it is not always the most important one, over time other cleavages appear and vanish. In 20´s and 50´s the urban-rural cleavage is important, in 70´s foreign policy dimension is the most important one, religious dimension matters in 80´s, in 90´s post-materialistic and after 2000 it is the foreign policy again. Further I found out, that left-right cleavage line is relevant in Ireland and that it is possible to identify all Irish parties on this cleavage line.
