Reforma SZBP a SBOP: současné debaty

Abstract:

Mezinárodním systém je v posledních letech zmítaný čím dál intenzivnějším soupeřením, k němuž v současnosti dochází i v regionech přilehlých k EU. EU však dlouhodobě chybí kapacity, které by jí umožnily adekvátně reagovat na bezpečnostní výzvy, kterým čelí. Členské státy si také, zejména pod vlivem zahraniční politiky USA za Trumpovy administrativy, uvědomují, že se již nemohou plně spoléhat na spojenectví s USA. Tyto faktory tak dříve podnítily EU k realizaci reformních iniciativ, které měly za cíl udělat z EU akceschopnějšího, efektivnějšího a více autonomního zahraničněpolitického a bezpečnostního aktéra. I v současné době však probíhají debaty o reformě SZBP a SBOP. Cílem této bakalářské práce je tak identifikovat a analyzovat nejvýraznější a nejvýznačnější současné debaty týkající se reformy SZBP a SBOP. Analyzované debaty se týkají rozšíření hlasování kvalifikovanou většinou ve SZBP, vytvoření kapacity EU pro rychlé nasazení, ustanovování "koalic ochotných" na základě čl. 44 Smlouvy o EU a operacionalizace doložky o vzájemné pomoci obsažené ve čl. 42(7) Smlouvy o EU. Práce usiluje o určení pozic členských států a institucí EU v těchto debatách a o vysvětlení toho, proč tito aktéři zastávají takové pozice.

Abstract:

In recent years, the international system has been plagued by increasingly intense competition, which is currently also occurring in the EU´s neighborhood. However, the EU has long been lacking the capacities that would allow it to respond adequately to the security challenges it faces. Member states are also realizing, especially under the influence of US foreign policy under the Trump administration, that they can no longer fully rely on an alliance with the US. These factors had previously encouraged the EU to implement reform initiatives, that had intended to make the EU a more capable, efficient and autonomous foreign policy and security actor. However, debates on the CFSP and CSDP reform are still ongoing. The aim of this thesis is thus to identify and analyze the most significant ongoing debates regarding the CFSP and CSDP reform. The subject to the analysis are four reform proposals (introduction of qualified majority voting to CFSP, establishment of the EU´s Rapid Deployment Capacity, establishment of the CSDP missions under Article 44 TEU, operationalization of EU´s mutual assistance clause - Article 42(7) TEU), which are currently being discussed within the EU discourse. The first objective of the thesis is to identify positions of the Member states and EU institutions vis-a-vis these reform proposals. The second objective is to explain positions of the respective actors and to put them into context.
