Foreign Policy of Greece in the Balkans after the End of the Cold War: the Influence of Turkish Factor on Bilateral Relations of Greece with the Balkan States

Abstract:

Řecko-turecké vztahy jsou tradičně popisovány jako antagonistické a vzájemné vztahy zatěžuje řada bilaterálních sporů. Mezi nejvýznamnější patří spor o Kypr a spory v Egejském moři. Vzájemné vztahy také ovlivňuje negativní vnímání jeden druhého. Řecko i Turecko patří geograficky mezi balkánské státy a balkánský region je pro ně oblastí vitálních zájmů. Oba státy mají na Balkáně ekonomické, politické a bezpečnostní zájmy – stabilita Balkánu je pro ně nezbytná pro zajištění národní bezpečnosti, balkánské státy pro ně představují obchodní příležitosti a vůle politické angažovanosti obou států na Balkáně pramení ze snahy stát se významným hráčem v regionu a projevit se jako aktivní aktér na poli mezinárodních vztahů. Po konci studené války se západ obával, že Řecko a Turecko se zapojí do konfliktů probíhajících na Balkáně a že by tyto spory mohly vést až k vzájemnému konfliktu mezi Řeckem a Tureckem. Změny na Balkáně po konci studené války vyvolaly bezpečnostní obavy jak u Turecka tak Řecka, zároveň však vytvořily příležitost pro politické i ekonomické zapojení v regionu. Řecko i Turecko se proto po konci studené války začali aktivně zapojovat do dění na Balkáně. Turecké aktivity na Balkáně a dobré vztahy Turecka s některými balkánskými státy vyvolávaly v Řecku pocit, že se Turecko snaží obklíčit Řecko kruhem svého vlivu, svých spojenců, a vytvořit jakousi muslimskou osu namířenou proti Řecku. Jakékoli turecké akce na Balkáně proto negativně ovlivňovaly bilaterální vztahy Řecka s balkánskými státy, se kterými mělo Turecko dobré vztahy.

Abstract:

Greek-Turkish relations are traditionally described as antagonistic relationships and are burdened with several bilateral disputes. The most important include the Cyprus conflict and disputes in the Aegean Sea. Mutual relations are also affected by the negative perceptions of each other. Greece and Turkey belong geographically among the Balkan states and the Balkan region is an area of their vital interest. Both states have economic, political and security interests in the region - stability of the Balkans is necessary for their national security, the Balkan states represent business opportunities for them and political engagement in the Balkans stems from efforts to become a significant player in the region and an active actor in the international relations. After the end of the Cold War, the West feared that Greece and Turkey will involve in ongoing conflicts in the Balkans and that this could lead to a mutual conflict between Greece and Turkey. Changes in the Balkans after the Cold War raised security concerns in both Turkey and Greece, but also created an opportunity for political and economic engagement in the region. Greece and Turkey began to actively participate in the happening in the Balkans. Turkish activities in the Balkans and good relations of Turkey with some of the Balkan countries aroused fears in Greece. Greece felt that Turkey is trying to encircle Greece with a zone of turkish influence and create a Muslim axis in the Balkans. Any Turkish actions in the Balkans, therefore, affected the bilateral relations of Greece with the Balkan countries, with which Turkey had good relations.
