The issue of direct presidential election in Central Europe

Abstract:

Práce se věnuje přímé volbé prezidenta v České republice, Německu, Polsku a Slovensku.Autor si v práci klade tyto otázky: Jaké jsou okolnosti a důvody zavedení přímé volby prezidenta v těchto zemích? Jak se změnilo/může změnit postavení hlavy státu v kontextu zavedení přímé volby a jaké mají prezidenti jednotlivých zemí pravomoci? Do jaké míry může přímá volba změnit charakter systému jako celku - parlamentní x poloprezidentský režim? V první metodologicko-teoretické části jsou představeny základní principy fungování parlamentního a semi-prezidentského režimu s důrazem na roli prezidenta. Do této části je zařazena i kapitola, která se věnuje měření prezidentských pravomocí pomocí revidovaného konceptu Shugarta a Careyho. Analytická část práce se již zabývá jednotlivými státy a snaží se odpovědět na stanovené otázky.

Abstract:

This diploma thesis deals with the direct presidential election in the region of central Europe. Comparative analysis includes - Czech Republic, Poland, Slovak Republic and German Federal Republic. The author asks three basic questions: 1) What are the circumstances and reasons of establishing the direct presidential election in these countries? 2) What has changed and what could change with the establishing of direct presidential election regarding the head of state role and which competence do presidents of the individual states have? 3) To which extent could direct election change the nature of the system as a whole - parlamential vs. semi-presidential regime? This thesis comprises two parts - the theoretical-methodological and the analytical. The theoretical apparatus includes typology of parlamential and semi-presidential regime. Attention is focused mainly on the role of president. In the part two of the introduction chapter measuring methods for presidential authorities are examined.Modified concept of authors Shugart and Carey was used for purposes of this work. In the analytical part the individual countries are presented as follows: Poland, Slovak Republic, German and Czech Republic. Structure of chapters follows the mentioned questions and the aim of this thesis is to resolve them.
