Public sector versus cryptocurrencies. What did Bitcoin cause?

Abstract:

V diplomové práci se zabývám pohledem veřejného sektoru na krypto-aktiva. Jejím cílem je formulovat doporučení veřejnému sektoru v přístupu ke kryptoměnám. Bitcoin v této diplomové práci slouží jako reprezentant kryptoměn, který vznikl jako vedlejší důsledek Velké re-cese v roce 2009. Jelikož se jedná o novou a vyvíjející se technologii, práci jsem rozdělil do několika přehledových studií oblastí, ve kterých dnes kryptoměny zasahují. V rámci každé z nich jsem popsal aktuální stav, možný budoucí vývoj tohoto odvětví a formuloval jsem doporuče-ní veřejnému sektoru. Vycházel jsem z dostupné odborné literatury a ze zkušeností států, které do svého systému Bitcoin již nějakým způso-bem implementovaly. Z mého pohledu patří mezi nejdůležitější zjištění to, jak pomalu instituce reagují na adaptaci kryptoměn. Pro ostatní čtenáře by mohlo být zajímavé vyvrácení mýtů kritiky Bitcoinu. V závěru práce jsem navrhl zjednodušení právního pohledu na krypto-aktiva pomocí legislativní změny.

Abstract:

In my diploma thesis, I deal with the view of the public sector on cryp-to-assets. It aimed to formulate recommendations to the public sector in its approach to cryptocurrencies. Bitcoin in this diploma thesis serves as a representative of cryptocurrencies. It arose as a side effect of the Great Recession in 2009. As this is a new and evolving area, I have divided my work into several overview studies of the areas in which cryptocurrencies are intervening today. I described the current state, possible future development of this sector and formulated rec-ommendations for the public sector. I drew on the available scientific literature and the experience of countries that have already imple-mented it in their Bitcoin system in some way. In my view, one of the most important findings is how slowly institutions respond to crypto-currency adaptation. For other readers, it may be interesting to refute the myths of Bitcoin's criticism. At the end of the thesis, I proposed a legislative change to simplify the legal view of cryptoactive assets.
