Abstract:

Bakalářská práce se zabývá Informačním systémem datových schránek v České republice. Cílem práce je rozbor a popis využitelnosti datových schránek v České republice, jako jednoho z nabízených nástrojů eGovernmentu. Má dvě hlavní části. První je náhled na právní úpravu a vývoj Informačního systému datových schránek, na subjekty využívající datové schránky, zejména komunikace s orgány veřejné moci, možnosti jejich využívání a dále na úkony, které souvisejí s datovými schránkami, jako je doručování, oprávnění k přístupu, bezpečnost apod. Druhá část práce je praktická. Obsahuje výsledky experimentu o využívání datových schránek v praxi u vybraných subjektů. Experiment obsahuje podrobné vyhodnocení ankety, jak je služba datové schránky využívána a má-li pro jejich uživatele předpokládaný efekt. Datové schránky jsou jedním z elementů, které v ČR prezentují modernizaci a elektronizaci veřejné správy. Jako elektronický komunikační nástroj primárně vedou k urychlování komunikace mezi adresátem a odesílatelem. Výhodou je bezpečnost, ekologická efektivita a nízké náklady spojené s danou komunikací. Účelem je zefektivnění, zrychlení a zjednodušení komunikace.

Abstract:

The bachelor thesis deals with the Information System of Data Boxes in the Czech Republic. The aim of the work is the analysis and description of the usability of data boxes in the Czech Republic, as one of the offered eGovernment tools. It has two main parts. The first is an overview of the legislation and development of the Data Box Information System, entities using data boxes, especially communication with public authorities, the possibilities of their use, and the actions related to data boxes, such as delivery, access rights, security, etc. The second part of the work is practical, which contains the results of an experiment on the use of data boxes in practice for selected subjects. The experiment contains a detailed evaluation of the survey on how the data box service is used and if it has the expected effect for their users. Data boxes are one of the elements that present the modernization and electronization of public administration in the Czech Republic. As an electronic communication tool, they primarily lead to faster communication between the consignor and the consignee. The main benefits are security thanks to the electronic signature, environmental effectiveness, and reduction in the costs associated with the communication. The purpose is to streamline, speed up and simplify communication.
