The Organization and Structure of Public Administration in the Slovak Republic

Abstract:

Cílem diplomové práce je deskripce vybraných částí a oblastí veřejné správy na Slovensku. Veřejnou správu můžeme obecně chápat jako jeden z významných faktorů, který působí na utváření společnosti a jejích vztahů směrem k orgánům, které tuto činnost vykonávají. V práci jsou zachyceny historické aspekty, které sehrály významnou roli ve vývoji správy na Slovensku, současně je zde možné nalézt náhled na uspořádání veřejné správy, institucionální strukturu a výkon státní správy a územní samosprávy. Územní samospráva je zde zachycena ve dvou stupních, na úrovni základních územněsprávních celků - obcí a na úrovni vyšších územněsprávních celků - krajů. Součást práce tvoří srovnání vybraných částí veřejné správy mezi Českou a Slovenskou republikou. Na závěr jsou nastíněny některé z možností jejího budoucího vývoje a směřování.

Abstract:

The objective of this diploma thesis is to describe selected sections and areas of public administration in Slovakia. Public administration can be viewed in general as one of the important tools, influencing the formation of the society and its relations vis-à-vis the authorities that perform this activity. The diploma thesis pays attention to historical aspects that have played an important role in the development of public administration in Slovakia, at the same time it is possible to find here a certain perspective on the arrangement of public administration, the institutional structure and the execution of public administration and territorial self-government. Territorial self-government is shown in two levels here; on the level of the basic territorial self-governing units – the municipalities, and on the level of the higher territorial self-governing units – the regions. A part of the paper is a comparison of selected sections of public administration between the Czech Republic and the Slovak Republic. In conclusion, some possibilities of its future development and orientation are outlined.
