Enhancing Women’s Political Participation in Local Government

Abstract:

Diplomová práce se věnuje problematice nízkého zastoupení žen v politickém systému ČR, specificky potom na úrovni krajů. Přináší pohled do historie i současnosti veřejné angažovanosti českých žen, jakož i základní pojmy a data týkající se dané oblasti. Práce shrnuje základní faktory a bariéry ovlivňující zastoupení žen v politice i možné způsoby zvyšování tohoto zastoupení. Autorka se blíže věnuje integrované marketingové komunikaci v oblasti politiky, na kterou nahlíží jako na moderní účinný nástroj, který mohou ženy-političky aktivně využít pro dosažení svých politických ambicí. Upozorňuje na nevhodné způsoby zobrazování žen ve volebních kampaních, na často používané genderové stereotypy i genderově nekorektní jazyk. Na základě studia daného diskursu autorka mimo jiné vyjadřuje svůj názor na společenský přínos žen ve veřejném životě. Případová studie dále analyzuje situaci v Pardubickém kraji na základě uskutečněných voleb do krajského zastupitelstva v roce 2012. Pozornost byla věnována podílu žen na kandidátních listinách, vlivu preferenčního hlasování a volebních kampaní na výsledky voleb. Jsou představeny rovněž výsledky primárního informativního šetření autorky práce zaměřeného na zjištění aktuálních postojů veřejnosti k participaci žen v komunální politice a vnímání volebních kampaní. Závěry šetření spolu s analýzou volebních kampaní vybraných politických stran odkryly vhodné postupy v politické marketingové komunikaci a staly se východiskem pro zpracování souboru doporučení pro začínající političky z oblasti politického marketingu.

Abstract:

The diploma thesis is dedicated to the low representation of women in the political system of the Czech Republic, specifically at regional levels. It provides insight into the history and present of public engagement of Czech women, as well as basic concepts and data related to the area. The thesis summarizes fundamental factors and barriers affecting women’s representation in politics and possible ways of increasing this representation. The author takes a closer look at the integrated marketing communications in politics, which she regards as a modern effective tool that women-politicians can actively use to achieve their political ambitions. The author also highlights the inappropriate ways of displaying women in electoral campaigns, the often used gender stereotypes and incorrect language with respect to gender. Based on the study of the discourse, among other things, the author expresses her opinion on the social contribution of women in public life. A case study further analyses the situation in the Pardubice region based on the effected regional elections in 2012. Attention was paid to the participation of women in electoral lists, the influence of preferential voting and election campaigns to the election results. Presented are also results of author’s primary informative investigation aimed to determine the current public attitudes to women’s participation in local politics and perceptions of electoral campaigns. Conclusions of the informative investigation together with the analysis of selected political party’s campaigns revealed appropriate procedures in the political marketing communication and became the basis for developing a set of recommendations for novice women-politicians in the field of political marketing.
