The Information Backup Support of the South Moravian Emergency Medical Service

Abstract:

Cílem diplomové práce je analýza informační záložní podpory Zdravotnické záchranné služby Jihomoravského kraje. Výstupem práce je zhodnocení současného stavu záložních systémů, zjištění jejich silných a slabých stránek a navržení reálných kroků za účelem kvalitnější akceschopnosti pro zásahy v terénu. Teoretická část je zaměřena na vymezení základních pojmů užitých v této diplomové práci. Opírá se o platnou legislativu a stávající postupy pro řešení mimořádných událostí. V praktické části je nejprve představena informační podpora používaná u Zdravotnické záchranné služby v Jihomoravském kraji včetně jejích záloh. Díky zhodnocení dat z reálného cvičení zaměřeného na simulaci výpadku elektrické energie jsou rozpoznána rizika jednotlivých systémů. Analýza informační záložní podpory dále zahrnuje komparaci s ostatními kraji v České republice a vyhodnocení analýz What If a SWOT. Zjištěná fakta jsou porovnána s teoretickými poznatky a na jejich základě jsou vytvořeny návrhy na nová a efektivnější řešení v této problematice.

Abstract:

The thesis aim is to analyze the information backup systems of the Emergency Medical Service of the South Moravian Region. The output of the thesis is to evaluate the current state of backup systems, to identify their strengths and weaknesses, and to propose realistic solutions leading to the improvement of the operational capability in the emergency interventions. The theoretical part is focused on the definitions and basic terms used in this thesis. This part includes the current law and procedures for dealing with extraordinary events. The practical part introduces the information systems used by the Emergency Medical Service in the South Moravian Region, including their backups. By evaluating the data from a real simulation of a power failure, the risks of particular subsystems are identified. The analysis of information backup support contains a comparison between the Emergency Medical Service in the South Moravian Region and the other regions in the Czech Republic. The What If analysis and SWOT analysis is also included. The results of the analyses are compared with theoretical findings. Based on this comparison, the new effective solutions are suggested for the improvement of emergency interventions.
