Abstract:

Změny ve světovém dění v průběhu posledních deseti let stále více prověřují schopnost zemí přizpůsobit se novým podmínkám. V oblasti mezinárodního obchodu oslabuje svou pozici i EU. Důvody však nelze hledat pouze v samotné finanční krizi, ta jen odkryla prozatím dosud do jisté míry skryté problémy nedokončeného evropského jednotného trhu, zároveň ale umocnila rozdíly mezi jednotlivými členskými ekonomikami. Jednou z cest, jak se začlenit opět mezi přední hráče světového obchodu, je částečně diverzifikovat vývoz mimo trh EU. Pro obchodování domácích exportérů se zahraničními partnery pocházejícími mnohdy z nových teritorií, často rizikovějších, je třeba rovněž zohlednit vyšší rizika případného nezaplacení pohledávek druhou stranou (tedy dovozcem či dlužníkem), a to především ve střednědobém a dlouhodobém horizontu. Hlavním cílem disertační práce je proto vyhodnocení možností a metod financování a pojišťování vývozních úvěrů a investic za současné ekonomické a finanční situace světové ekonomiky. Při posuzování podmínek pro potřebnou diverzifikaci teritoriální struktury vývozu je základním rámcem pro státní podporu exportu mezinárodně uznávaný Konsensus OECD, který byl implementován do legislativy EU. Podstatnou součástí disertační práce je proto podrobná analýza jeho funkčnosti za nynějších podmínek mezinárodních trhů, s konkrétnějším zaměřením na situaci v EU. Tato skutečnost vytváří vhodnou metodickou základnu pro posouzení účinnosti státní podpory exportu v ČR a v dalších vybraných zemích.

Abstract:

Changes in global economy over the last ten years are more and more testing the ability of countries to adapt to new conditions. In the area of international trade also the EU is weakening its position. The reasons, however, can not be seen only in the actual financial crisis which is only uncovered so far still hidden problems of incomplete European single market to a certain extent, but it also confirms the disparities between member economies. One of the ways how to incorporate again a major player in world trade is partly diversify export of member countries to markets outside the EU. For domestic exporters trading with foreign partners often derived from new territories is more risky, it should be also take into account a higher risk of non-payment claims by the other side (i.e. the importer or the debtor), especially in the medium and long term. The main aim of this dissertation is to evaluate the possibilities and methods of financing and insuring of export credits and investments in the current economic and financial situation of the world economy. In assessing the conditions necessary for territorial diversification of export structure, the basic framework for state support for exports is internationally recognized Consensus OECD, which was implemented in EU legislation. A detailed analysis of its performance under current world conditions, with specific focus on the situation in the EU is therefore an important part of the paper. This creates an appropriate methodological basis for assessing the effectiveness of state support for exports in the Czech Republic and in other selected countries.
