Abstract:

U mnoha měst a obcí České republiky každým dnem vznikají odůvodněné potřeby a problémy, které je třeba bezodkladně řešit. Zvoleným způsobem řešení se tak v podstatě začíná vytvářet nepřeberné množství municipálních projektů a záměrů, z nichž každý má svůj specifický způsob financování. V této době pak vyvstává problém zajištění uceleného financování každého jednotlivého řešeného problému. Cílem této práce je provést analýzu rozpočtového procesu obce na příkladu města Krnova a nalézt tak nejvhodnější způsob financování investičního záměru města: "Karnola {--} podnikatelské inovační centrum". První část práce je teoretickým východiskem a podkladem, který seznamuje čtenáře s funkcí obce, jako územně samosprávného celku a zároveň je přehledem jednotlivých zdrojů a způsobů financování obcí v České republice. Ve druhé, praktické části, je charakterizován investiční záměr města Krnova a na základě analýzy hospodaření města je nalezen a doporučen nejvhodnější způsob jeho financování.

Abstract:

For many communites and towns in the Czech Republic, every day raises legitimate needs and problems that must be solved without delay. Through the chosen solution a wide scale of municipal projects and goals are created of which every single one has its specific way of financing. At that moment, there is an issue of securing a compact financing for each of the problem to be solved. The aim of this work is to make an analysis of the budgeting process of a community on the example of the Krnov tlen and to find herewith the most suitable way for financing the investment goal of the municipality: "Karnola {--} entrepreneurial innovation center". The first part of this work is a theortical foundation and base, introducing the reader to the functions of community as a self-governed area unie and at the same time it gives an overview of single sources and wals of financing for the communities in the Czech Republic. In the sekond, practical part of the work, the investment goal of the Krnov tlen id described. Then, based on performed municipal economic administration analysis, the best way of financing is found and reccomended.
