The direct election of the President of the CZ and in France

Abstract:

Po vzniku České republiky bylo v otázce volby hlavy státu navázáno na tradici První Československé republiky a bylo rozhodnuto, že prezident země bude volen nepřímo Parlamentem České republiky. Přestože proběhlo několik prezidentských voleb tímto způsobem, velmi brzy se rozhořely diskuze o možné změně v této oblasti a snahy prosadit volbu přímou. Tato debata byla do jisté míry důsledkem prezidentských voleb v jiných evropských zemích, kde jsou nejvyšší představitelé státu voleni velmi často právě přímo občany dané země. Od roku 2001 se debaty přesunuly na vyšší stupeň a v Poslanecké sněmovně i Senátu byly opakovaně předkládány návrhy novely Ústavy, které by přímou volbu prezidenta umožnily. Výsledkem dlouhodobé diskuse bylo schválení ústavní novely v roce 2011, která předpokládala konání první přímé volby na leden 2013. V těchto dnech se tedy skutečně v České republice konala historicky první přímá volba prezidenta.

Abstract:

After the establishment of the Czech Republic, the election of the head of state was linked to the tradition of the First Czechoslovak Republic and it was decided that the country's president would be elected indirectly by the Parliament of the Czech Republic. Although several presidential elections took place in this way, discussions about a possible change in the region and an effort to push the election forward soon broke out. This debate was to a certain extent the result of presidential elections in other European countries, where the country's top officials are very often directly elected by the citizens of the country. Since 2001 the debates have moved to a higher level, and in the Chamber of Deputies and the Senate repeated proposals have been made for amendments to the Constitution that would allow the direct election of the President. The result of the long-term discussion was the approval of the constitutional amendment in 2011, which foresaw the holding of the first direct elections for January 2013. These days, indeed, the first direct election of the President was held in the Czech Republic.
