Electric Energy Cost Optimization of the Karlovy Vary Region

Abstract:

Práce řeší otázku, zda je možné při současném stavu legislativy a při známé situaci na trhu s elektrickou energií v České republice optimalizovat náklady na elektrickou energii v rozpočtu Karlovarského kraje resp. vyššího samosprávného celku a jeho organizací, formou efektivnějšího nákupu silové elektrické energie. Práce obsahuje analýzu trhu s elektrickou energií v České republice a analýzu nákladů na elektrickou energii Karlovarského kraje a jeho organizací za období let 2008 - 2009. Provedená analýza nákladů je pak základem pro rozklad možných variant optimalizace těchto nákladů z ekonomického a účetního hlediska. Výsledkem práce je konkrétní vyčíslení možné finanční úspory Karlovarského kraje a specifikace způsobů jak těchto úspor dosáhnout. V tomto smyslu se práce, na základě výsledků analýzy a efektivity možné optimalizace nákladů, detailněji zaměřuje na využití synergického efektu při procesu centrálního nákupu silové elektrické energie. Vzhledem k charakteru Karlovarského kraje jako veřejného subjektu přenesené státní správy a krajské samosprávy je centrální nákup elektrické energie v závěru práce zhodnocen z pohledu zákona o zadávání veřejných zakázek.

Abstract:

The thesis is to find out, whether the optimization of the electricity costs in the Karlovy Vary Region budget or rather the budget of the higher-level territorial administrative unit and its organizations is feasible, providing the existing legislative conditions and a known situation in the electricity market in the Czech Republic. The thesis includes the analysis of the electricity market in the Czech Republic and the analysis of the electricity costs spent by the Karlovy Vary Region and its organizations through the years 2008-2009. The cost analysis represents the ground for the potential cost optimization variants from both the economic and accounting view. The thesis results in the concrete quantification of the potential money savings in the Karlovy Vary Region budget and specification of the ways how to reach it. In this sense, based on the analysis results and on the effectiveness of the possible cost optimization, the thesis is focused on the application of the synergic effect in the process of centrally purchased electricity. In relation to the status of the Karlovy Vary Region as a public subject executing state administration and self-government, the central purchase of electricity is summed up at the end of the thesis with respect to the Public Contracts Act.
