Financing of social services exemplified on the city of Most

Abstract:

Bakalářská práce je zaměřena na sociální služby, které jsou dle použité literatury rozděleny na druhy a formy. Ty jsou poté charakterizovány. Následně jsou zmíněny způsoby financování, které jsou vícezdrojové. Práce poukazuje také na vývoj indexu stáří ve městě Most, který souvisí s budoucím rozšiřováním zařízení sociálních služeb a na služby, které se ve městě Most nachází a které také město podporuje v rámci komunitního plánování. Zejména se pak detailněji zabývá analýzou a komparací nákladů a výnosů za období 2019 až 2022 Městské správy sociálních služeb v Mostě – příspěvkové organizace, která je největším poskytovatelem sociálních služeb na Mostecku. Cílem práce je představit sociální služby a jejich financování, blíže upřesnit, analyzovat a zhodnotit, zda jsou finanční zdroje vybrané organizace dostatečné. Data jsou podložena interními materiály od hlavní ekonomky organizace a také rozhovorem. Analyzovaná data vykazují kladný výsledek hospodaření organizace, který poukazuje na přijatelné množství finančních prostředků pro bezproblémové fungování a kvalitní poskytování služeb.

Abstract:

The bachelor thesis is focused on social services, which are divided into different types and forms according to the literature used. These are then characterized. The funding methods, which are secured from multiple sources, are mentioned subsequently. The thesis also indicates the aging index development in the city of Most, which is related to the future extension of social services facilities, as well as the services that are available in the city of Most and which are also supported by the municipality in scope of the communal planning. In particular, the thesis deals in detail with the analysis and comparison of costs and revenues of the Municipal social services administration - an allowance organization for the period of 2019 – 2022 being the largest provider of social services in the region of Most. The aim of the thesis is to present social services and their financing, to specify, analyze and evaluate whether the financial resources of the selected organization are sufficient. The data is supported by internal materials from the chief economist of the organization as well as an interview. The analyzed data show a positive result of the organization's management, which points to an acceptable amount of funds for problem-free functioning and and quality service provision.
