Activities of the Permanent Representation of the South Moravian Region to the EU from the perspective of selected stakeholders in the South Moravian Region

Abstract:

Stálá zastoupení regionů při EU se začala v Bruselu objevovat od 80. let 20. století, kdy se zakládáním vlastních kanceláří začaly britské regiony a německé spolkové země. Počet regionálních zastoupení od té doby značně vzrostl a dnes je v Bruselu zastoupeno více než 300 regionů jak z Evropské unie, tak z kandidátských či asociovaných zemí. Regionální zastoupení se liší v náplni jejich práce, v počtu zaměstnanců, v rozpočtu a ve váženosti, jaké se na domácí a evropské diplomatické scéně těší. Během doby jejich působnosti byla publikována řada prací, které zkoumají, jaké aktivity jsou tato zastoupení schopna efektivně vykonávat a jaké reálné benefity přináší jejich domácím regionům. Tato práce posuzuje přínosy Zastoupení Jihomoravského kraje při EU z pohledu vybraných aktérů v Jihomoravském kraji, kteří se Zastoupením spolupracují a snaží se tak přispět do diskuze o významu regionálních kanceláří v Bruselu.

Abstract:

Permanent regional representations to the EU emerged in Brussels in the 80´s of the 20th century, when British regions and German Länder began to establish their own regional offices. Since then the number of regional representations was growing and today there are more than 300 regional representations in Brussels, both from the EU countries and from candidate and associated countries. Regional offices differ in their objectives, human resources, budget and in how they are percieved in their national and European diplomatic universum. During the period of their existence, many articles on this topic were published, examining which activities are those representations able to effectively exercise and what real benefits do they bring to 4 their respective regions. The aim of this study is to examine the assessment of activities excersised by the Permanent Representation of the South Moravian Region to the EU from the perspective of selected stakeholders in the South Moravian region who cooperate with the Representation, and to contribute to the debate about pros and cons of regional offices in Brussels and to provide ideas on possible adjustments to this cooperation.
