The role of the government in the care of gifted athletes

Abstract:

Práce se zabývá problematikou péče státu o talentované sportovce. V teoretické části se zabývá možnostmi finanční péče o sport v tělesné kultuře, rozdělením financování v soukromém i státním sektoru, problematikou financování mládeže i problematikou podpory talentované mládeže neziskovými organizacemi. Všechny uvedené zdroje financování by měly podpořit dostatečnou péči o talentované sportovce třemi způsoby. V počátku je to dostatek finančních prostředků pro rozvoj masového sporu včetně školního sportu a sportu pro všechny. Ve druhé fázi se jedná o podporu výkonnostního sportu. Ve třetí fázi se jedná o podporu vrcholových sportovců na úrovni státní reprezentace. Ve výzkumné části se práce zabývá analýzou stávajícího systému podpory v zemích Evropské unie i v České republice a provádí komparaci těchto podpor z pohledu talentované mládeže. Dále se zabývá problematikou podpory sportovně talentované mládeže domácnostmi. U vybraného souboru rodičů ze tří sportovních klubů, které pracují zejména s mládeží – fotbal, hokej a tenis, byl realizován nestandardizovaný dotazník a následně byly provedeny s vybranými rodiči rozhovory, které dokreslily získané informace. Ve třetí fázi byla provedena analýza financování vybraného sportovního klubu TJ Plus Prostějov a ze získaných výsledků byly sestaveny praktické doporučení a teoretické závěry. Ani jedna ze tří stanovených hypotéz se nepotvrdila. Bylo prokázáno, že podpora státu pro talentované sportovce je nedostatečná, rodiny s nízkými příjmy nejsou schopny zabezpečit dostatečně podporu talentovaných dětí a sportovní oddíly pomáhají při podpoře talentované mládeže, jejich finanční podíl je však nízký. V rámci praktických doporučení v závěrech práce se objevuje doporučení na zavedení tzv. voucherů, které by čerpaly finanční prostředky přímo pro sportovce bez institucionálního přerozdělování.

Abstract:

The dissertation deals with the state care for talented athletes. The theoretical part deals with the possibilities of financial care for sport in physical culture, the distribution of financing in both private and public sectors, the financing of youth and issues of support for talented youth by non profit-making organizations. All these sources of financing should support adequate care for talented athletes in three ways. In the beginning, it is sufficient financing means for the development of popular sport, including school sport and Sport for all. The second phase is about support of Top-Performance sport. The third phase is about support of top sportsmen at the State-level representation. The research section deals with the analysis of the current system of support in the European Union and in the Czech Republic and carries out a comparison of these supports in terms of talented youth. The work also deals with family involvement into the support of sport talented youth. In the selected sets of parents of the three sports clubs, which work mainly with youth - football, hockey and tennis, was carried out a standard questionnaire and were analyzed interviews with selected parents which added more information. In the third stage was carried out an analysis of financing of a selected sports club TJ Plus Prostějov and from the results practical recommendations and theoretical results have been compiled. None of the three hypotheses were confirmed. It was demonstrated that the government support for talented athletes is deficient, low-income families are not able to assure sufficient support for their talented children and that sports clubs help in support of talented young people. But their financial participation is quite low. In terms of the practical recommendations in the final part of this dissertation appear recommendations for implementation of so called “vouchers“ which would draw financial means directly to athletes without institutional redistributing.
