Social security contributions and the labour market

Abstract:

Cílem diplomové práce je analýza vztahu mezi sociálními příspěvky a trhem práce, a to v rámci členských států Evropské Unie. V teoretické části, která je rozdělena do dvou kapitol byl definován trh práce, faktory, které ho ovlivňují a nezaměstnanost. Druhá kapitola se věnuje sociální politice a jejím vývojem v rámci EU. Praktická část práce se zabývá samotnou analýzou dat z období let 2011-2019, přičemž zkoumána byla nejprve data všech členských států EU, konkrétně vliv implicitní sazby a následně vliv výše podílu sociálních příspěvků hrazených zaměstnavatelem na HDP. Druhá část analýzy se zaměřuje na vybrané státy, ve kterých došlo k meziroční skokové změně mezní sazby výše sociálních příspěvků odváděných zaměstnavatelem, přičemž je zkoumáno, zda na tuto změnu zareagovala míra nezaměstnanosti v daném státě. Výstupem práce je potvrzení či vyvrácení existence vztahu mezi trhem práce a výší příspěvků.

Abstract:

The aim of the thesis is to analyse the relationship between social contributions and the labour market within the EU Member States. The theoretical part, which is divided into two chapters, defines the labour market, the factors that influence it and unemployment. The second chapter focuses on social policy and social policy in the European Union. The practical part of the thesis deals with the analysis of data from 2011-2019, examining first the data of all EU Member States – the impact of the implicit rate and then the impact of the social contributions paid by the employer on GDP. The second part of the analysis focuses on selected countries where the marginal rate of social contributions paid by employers has changed by leaps and bounds year-on-year, examining whether the national unemployment rate has responded to this change. The output of the thesis is to confirm or refute the existence of a relationship between the labour market and the level of social contributions.
