International cooperation from the perspective of municipalities in the Czech Republic

Abstract:

Tato bakalářská práce se zaobírat tématem Mezinárodní spolupráce z pohledu obcí České republiky. Mezinárodní spolupráce je v dnešní době velmi důležitým faktorem, který je nutné zohledňovat. Tento faktor působí nejen na poli mezinárodních vztahů v rámci států, ale i na úrovni základních územně samosprávných celků neboli obcí. Základním bodem této práce je si stanovit co to vlastně základně samosprávný celek je a následně si určit jaká součinnost se na této úrovni odehrává. Důležitým prvkem je town–twinning neboli dlouhodobá spolupráce obcí. Kromě toho jsou zde zahrnuty i formy financování, kterých je v Evropě, hlavně díky Evropské unii, dostatek. Klíčovým bodem bude stanovení metody výzkumu, a to konkrétně kvalitativního dotazníku, který bude zaměřen na obce v Jihomoravském kraji do tří tisíc obyvatel. Cílem tohoto výzkumu bude zjistit přínosy participace obcí na mezinárodní rovině, jejich proces navázaní vztahů, motivace vytvoření vztahů a mimo jiné taktéž proces výběru partnerské obce či obcí. Na závěr zhodnotím mnou získané informace a vyhodnotím jaká jsou pozitiva a negativa spolupráce a jejich možná řešení, potažmo doporučení pro budoucí kooperaci.

Abstract:

This bachelor thesis deals with the topic of international cooperation from the perspective of municipalities in the Czech Republic. International cooperation is a very important factor to take into account today. This factor affects the field of international relations within states and at the level of basic territorial self-governing units or municipalities. The basic point of this work is to determine what the basic self-governing unit is and then determine what cooperation takes place at this level. An important element is town-twinning or long-term cooperation of municipalities. In addition, there are also forms of funding that are sufficient in Europe, mainly thanks to the European Union. The key point will be the determination of the research method, specifically the qualitative questionnaire, which will focus on municipalities in the South Moravian Region up to three thousand inhabitants. This research will aim to find out the benefits of participation of municipalities at the international level, their process of establishing relations, motivation to establish relations and, among other things, also the process of selecting a partner municipality or municipalities. In the end, I will evaluate the information I have obtained and evaluate what are the positives and negatives of cooperation and their possible solutions, and therefore recommendations for future cooperation.
