Phenomen of Presidential Parties in Russian Political System (since the formation of Russian Federation till today)

Abstract:

Práce pojednává o prezidentských stranách v Ruské federaci, o jejich vtazích a napojení na vládní struktury a o dopadu jejich existence na ruský politický systém. Práce je rozdělena do tří hlavních kapitol, ve kterých představuje vznik, vývoj a formování nejen prezidentských stran v Ruské federaci. Popisuje existenci prezidentských stran v ruském politickém systému po celou dosavadní existenci Ruské federace a jejich hlavní specifika. Protože je ruský politický i stranický systém velmi specifický a ojedinělý, jsou takové i prezidentské strany v Ruské federaci. Největším jejich specifikem je jejich apolitičnost a naprostá závislost na kremelské administrativě a politice. Jejich jediným programem je podpora úřadujícího prezidenta Ruské federace. Existence prezidentských stran se v Ruské federaci samozřejmě odráží i v politickém systému země. Avšak úplně jinak ovlivňovaly prezidentské strany politický systém Ruské federace v 90. letech a úplně jinak jej ovlivňují po roce 2000. Zatímco v 90. letech stál prezident Boris Jelcin proti spíše opozičně naladěnému parlamentu, po roce 2000 dokázala silná prezidentská strana Jednotné Rusko sjednotit exekutivu a legislativu a celkově oproti 90. létům proměnit ruský stranický systém a posílit postavení prezidenta Ruské federace.

Abstract:

The thesis is focused on presidential parties in Russian Federation, its relations and connections to the governmental structures and the impact on russian political system. The text is divided into three main chapters, where it shows the origin and development of (not only presidential) parties in Russian federation. It describes existence of presidential parties in russian political system through the whole existence of Russian federation and its main specifics. Because the russian political and partisan system is very specific and unique, the presidential parties in the Russian federation are of that kind. The biggest characteristic is their apoliticality and complete dependency on Kremlin administration and politics. Its only programme is the support of incumbent president of Russian federation. The existence of presidential parties in Russian federation is of course reflected in political system of the country. Although - the parties were influencing the system of Russian federation differently in the '90s and differently after the year 2000. While in the '90s the president Boris Yeltsin was more against the opposing parliament, after the year 2000 strong presidential party - United Russia unified the executive and legislation, and unlike in the '90s it changed the russian partisan system and reinforced the office of the Russian federation president.
