Abstract:

V bakalářské práci je hlavním tématem stav nebezpečí, jenž je vyhlašován hejtmanem kraje a zabývá se jeho kompetencemi v této oblasti a současnými stavy nebezpečí na území České republiky. Teoretická část práce je zaměřena na základní pojmy, tedy na krizové řízení, orgány krizového řízení, krizové situace a krizový stav, mezi něž patří stav nebezpečí, nouzový stav, stav ohrožení a válečný stav. Samotný stav nebezpečí, jakožto jediný z těchto stavů je upravován krizovým zákonem a je vyhlašován na území kraje či jen pro jeho část. V praktické části je poukázáno na současné stavy nebezpečí, jež se vyskytují na našem území. Následně je přiblíženo nejaktuálnější téma současnosti, tedy pandemie Covid-19, poukázáno na jednotlivá rizika v souvislosti s návrhem vyhlášení stavu nebezpečí v této situaci a jsou navržena doporučení, jež by mohla vést k lepší připravenosti státu na budoucí situace, které ohrožují veřejné zdraví.

Abstract:

The main topic of the bachelor's thesis is the state of danger, which is declared by the regional governor and deals with his competencies in this area and the current state of danger in the Czech Republic. The theoretical part of the work is focused on basic concepts, crisis management, crisis management authorities, crisis situations and crisis state, which include the state of danger, state of emergency, state of threat and state of war. The state of danger itself, as the only one of these states, is regulated by the Crisis Act and is declared on the territory of the region or only for a part of it. In the practical part is pointed out the current states of danger that occur in our territo-ry. Subsequently, the most current topic of today is approached by Covid-19 pandemic, individual risks in connection with the proposal to declare a state of danger in this situation are pointed out and recommendations are proposed that could lead to better state preparedness for future situations that threaten public health.
