Comparison of the position and tasks of the municipal police and the Police of the Czech Republic

Abstract:

Bakalářská práce se zaměřuje na srovnání dvou bezpečnostních složek v České republice, kterými jsou obecní policie a Policie ČR. Jejím hlavním cílem je analyzovat jejich úkoly a postavení. Práce obsahuje rozbor platné právní úpravy a pohled na její praktickou aplikaci. Snaží se odpovědět na otázku, ve kterých oblastech veřejné bezpečnosti jsou vhodnější pravomoci obecní policie nebo Policie ČR. V teoretické části práce popisuje organizaci a činnost obecní policie a Policie ČR, zabývá se právním vymezením obou subjektů dle platné právní úpravy, na základě kterého se pak věnuje jejich srovnání. V praktické části si klade za cíl posoudit dostatečnost právní úpravy s ohledem na učiněná zjištění prostřednictví komparace úkolů a postavení těchto složek. V praktické části jsou také zpracovány rozhovory, které nabízejí subjektivní pohled příslušníků obou bezpečnostních složek na řešenou problematiku. Na základě získaných poznatků, jak z teoretické části, tak z části praktické, se v závěru zamýšlí, zda současná právní úprava danou oblast postihuje dostatečně, či zda by bylo vhodné provést její změnu, například rozšířit kompetence strážníka či vhodnost sloučení těchto dvou složek. V neposlední řadě se zabývá okrajově postavením obou složek v rámci Integrovaného záchranného systému.

Abstract:

The bachelor's thesis focuses on the comparison of two security forces in the Czech Republic, which are the municipal police and the Police of the Czech Republic. Its main goal is to analyze their tasks and position. The work contains an analysis of the applicable legislation and a view of its practical application. It is trying to answer the question in which areas of public security are the more appropriate powers of the municipal police or the Police of the Czech Republic. In the theoretical part of the thesis, it describes the organization and activities of the municipal police and the Police of the Czech Republic, deals with the legal definition of both entities according to the applicable legislation, on the basis of which he then compares them. In the practical part, it aims to assess the sufficiency of the legal regulation with regard to the findings made by comparing the tasks and the position of these components. The practical part also contains interviews that offer the subjective view of members of both security forces on the issue being addressed. Based on the knowledge gained, both from the theoretical part and from the practical part, in the conclusion it is intended whether the current legislation affects the given area sufficiently, or whether it would be appropriate to change it, for example to expand the competence of the police officer or the suitability of merging these two components. Last but not least, it marginally deals with the position of both components within the Integrated Rescue System.
