The system of care of drug users in sentence of imprisoment in Czech republic

Abstract:

Cílem diplomové práce je nalézt odpověď na otázku: ‚,Jaký význam pro věznici a pro její odsouzené má spolupráce s externí organizací realizující program s názvem Šance 06?‘‘ Práce přináší poznatky, zkušenosti a úvahy související s tématem péče o uživatele drog ve věznicích a možností zahrnout do této péče služeb externích organizací. Volbou tématu upozorňujeme na skutečnost, že programy pro tuto část odsouzených spojené výhradně s vězeňským prostředím nefungují a jsou málo efektivní. Teoretická část práce se zabývá zejména vydefinováním péče o uživatele drog po vstupu do vězení a jeho osobnostními pochody v této situaci, dále výkonem trestu odnětí svobody obecně, současným vězeňským systémem, nestátními neziskovými organizacemi působícími v této oblasti a samotným již zmiňovaným programem Šance 06. Praktická část je založena na zjišťování odpovědí vydefinovaných dílčích výzkumných otázek u výzkumného souboru. Za tímto účelem byly provedeny rozhovory s odsouzenými a propuštěnými, odborným personálem věznice a pracovníky programu Šance 06. Na základě zjištění bylo možné odpovědět na definovanou otázku. Ukazuje se, že pro řešení problému spojeného s užíváním návykových látek a závislostním chováním je vhodné externí organizace zapojit do stávajících služeb ve vězení a jejich programy využívat.

Abstract:

The objective of this thesis is to find an answer to the question: „what are the benefits for the prison system and convicts of cooperating with an external organization running program such as Šance 06?“ The thesis brings together pieces of thought, knowledge and experience related to the topic of care for drug addicts in prisons utilising the services of external organizations. By examining this topic we also wish to high-light the fact that programs for this group of convicts, solely designed and run by the prison authorities on their own, don’t work and are not effective. The theoretical part of the work deals mainly with the definition of a process for curing drug addiction and mental health problems of prisoners on their entry to the penal system. This work also examines the general management and organization of the current prison system and considers the role of existing private not-for-profit organizations working with addicted prisoners and, in particular, Sance 06. The practical part of this thesis consisted of a series of structured interviews, with predefined questions. Interviews with convicts and former convicts, prison staff and employees of program Sance 06 were made for this purpose. On the basis of their responses it was possible to answer the pre-defined questions. It appeared that for solution to a problem related to using of habit-forming substances and addictive behaviour, it is useful to use programs designed and implemented by suitable external organizations and integrate them with existing services in the prisons.
