Nováková, A. Hospodaření územních samosprávných celků. [Bakalářská práce] University College Prague – Vysoká škola mezinárodních vztahů a Vysoká škola hotelová a ekonomická s.r.o. Znojmo: 2023. Celkový počet stran 58. Bakalářská práce se zabývá objasněním principu výkonu přezkoumání hospodaření územně samosprávných celků. Je zaměřena na praktické poznatky při samotném výkonu této kontroly. V teoretické části je charakterizován rozpočtový proces jakožto základní nástroj hospodaření územně samosprávných celků. Rovněž jsou vysvětleny jednotlivé základní rozpočtové dokumenty, které jsou pro každý územní samosprávný celek naprosto klíčové. Analytická část bakalářské práce vystihuje samotný výkon přezkoumání hospodaření z pohledu kontrolora. Je objasněn základní rozdíl mezi kontrolou a auditem ve veřejné správě. Rovněž je zde uveden počet přezkoumaných územních samosprávných celků v rámci celé České republiky a u nich zjištěných chyb a nedostatků. V bakalářské práci je obsaženo porovnání počtu chyb a nedostatků v jednotlivých krajích České republiky. Hlavním přínosem této bakalářské práce je vysvětlení praktických poznatků z pohledu kontrolora při výkonu přezkoumání hospodaření. Návrhová část se zaměřuje na opatření, která mohou mít pozitivní vliv na chyby a nedostatky zjištěné při kontrole. Navržená opatření mohou vést k dalšímu snižování chybovosti územně samosprávných celků a ke zvýšení zájmu nových uchazečů o tuto profesi.

The bachelor thesis deals with the clarification of the principle of performance of the review of the management of local self-government units. It focuses on practical knowledge in the actual performance of this control. In the theoretical part, the budget process is characterized as a basic instrument of the management of local self-government units. It also explains the various basic budget documents, which are crucial for each local authority, their preparation and approval. The analytical part of the bachelor thesis describes the actual performance of the management review from the perspective of the controller. It clarifies the difference between control and audit in public administration. The number of audited local self-government units throughout the Czech Republic and the errors and deficiencies found in them are also presented. The bachelor thesis contains a comparison of the number of errors and deficiencies in individual regions of the Czech Republic. The main contribution of this bachelor thesis is the explanation of the practical knowledge from the perspective of the auditor in the performance of the management review. The section containing the draft focuses on the actions related to correcting errors and deficiencies identified during the audit. The proposed measures may lead to a further reduction in the error rate of local authorities and to an increase in the interest of new applicants to the profession.
