Support of film industry in the Czech Republic

Abstract:

V této bakalářské práci se zaměřuji na podporu filmového průmyslu z veřejných zdrojů. Nejprve se zabývám otázkou, zda existuje ekonomické odůvodnění státní podpory, nebo zda jde jen o lobbing zájmových skupin. Následně se podívám na postup získávání dotací ze Státního fondu pro podporu a rozvoj české kinematografie. Cílem práce je zjistit, zda pro stát tato podpora přináší spíše přínosy, nebo zda převažují náklady. Přínosy očekávám ve formě propagace státu v zahraničí a vlivu filmového průmyslu na daňové příjmy státu. Poukážu na důvody, proč by bylo výhodnější financovat kinematografii pouze soukromým sektorem. Zaměřím se také na zahraniční produkci, pro kterou je Česká republika atraktivním místem. Podívám se na možnost zavedení investičních pobídek v ČR a jejich efekt na filmový průmysl a pokusím se navrhnout možnosti zlepšení současné situace.

Abstract:

In this bachelor work I'd like to focus on the reasons of support of the film industry from public sources. At first I deal with the question, whether an economic reasoning of state aid exists, or whether it's only lobbing of interest groups. Consequently I look at the process of getting subventions from State fund for support and development of the Czech cinematography. The aim of the work is to find out, whether this support brings benefits, or whether it only represents costs and tax spending. I expect the benefits to come up in form of the promotion of the Czech Republic abroad and in form of tax revenues from the film industry. I refer to reasons, why it is more advantageous to finance the cinematography from the private sector. I focus on the foreign production, for which is the Czech Republic an attractive place. I look at the possibility of investment incentives and their effect on film industry and I try to suggest how to improve current situation.
