Activity and Financing of Integrated Rescue System

Abstract:

Práce se zabývá financováním a činností integrovaného záchranného systému a jeho jednotlivých složek. Stranou neponechává ani právní úpravu celé problematiky. Důraz je kladen na financování a činnost Hasičského záchranného sboru České republiky a vybraného kraje v období let 2008 - 2014 a dále na komparaci vývoje situace ve zvolených třech krajích České republiky v tomtéž sledovaném období (konkrétně v kraji Olomouckém, Moravskoslezském a v hlavním městě Praze). Cílem práce je také zjistit, zda propad příjmů v krizových letech negativně ovlivnil činnost Hasičského záchranného sboru a zda existují rozdíly ve financování a činnosti mezi HZS hlavního města Prahy, Moravskoslezského a Olomouckého kraje. Autor práce chce rovněž poukázat na některé nedostatky či slabé stránky systému IZS v oblasti jeho financování, činnosti či právní úpravy a případně navrhnout způsoby řešení těchto problémů.

Abstract:

The thesis deals with the financing and functioning of the integrated rescue system and its individual components. It does not let aside the legal regulation of the matter in question. Emphasis is placed on financing and functioning of the czech fire rescue service and of the selected regions in the period of 2008-2014 as well as on the comparison of the evolution of the situation in the three selected regions of the Czech Republic in the same reference period (specifically in the regions of Olomouc, Moravia-Silesia and in the capital city Prague). The aim is also to determine whether the drop in revenues in the crisis years negatively influenced the activities of the fire rescue service and whether there are differences in financing and functioning between the fire rescue service in the capital city Prague, the Moravian-Silesian and Olomouc regions. The author of the thesis also wants to point out some shortcomings or weaknesses of the IRS in thematic areas of its financing, functioning or legal regulation and, where appropriate, to propose ways to resolve these problems.
