Abstract:
Parlamentarismus vyžaduje přítomnost parlamentě způsobilých stran. Nesouhlas uvnitř stran vede k zablokování systému; vláda se nemůže opřít o podporu svých poslanců a nepodaří se jí prosadit svoje návrhy na projednávání v parlamentu.
