Active employment policy in the Pardubice district during 2009-2013

Abstract:

Bakalářská práce se zaměřuje na nástroje aktivní politiky zaměstnanosti užívané v okrese Pardubice mezi lety 2009 a 2013. Mezi hodnocením účinnosti těchto nástrojů a vývojem nezaměstnanosti v okrese jsou cíleně zjišťovány vzájemné vztahy. Objasněny jsou obecné principy fungování trhu práce a státních politik zaměstnanosti, které se snaží mírnit dopady různých druhů nezaměstnanosti. Ukázalo se, že pardubický okres patří z hlediska stavu nezaměstnanosti mezi ty nejméně ovlivněné hospodářskou krizí. Z nejvyužívanějších nástrojů zejména rekvalifikace prokázaly vysokou efektivnost v zaměstnávání uchazečů, ale zásadnější vliv na vývoj stavu nezaměstnanosti pozorován nebyl. Nakonec, polovina ze šesti ve sledovaném období proběhlých regionálních individuálních projektů financovaných z prostředků Evropského sociálního fondu dosáhla úspěšnosti nižší než 50%.

Abstract:

This bachelor thesis focuses on the active employment policy instruments used in the Pardubice district between the years 2009 and 2013. Mutual relations are being discovered between evaluating the effectiveness of these instruments and development of unemployment in the district. General principles of labour market functioning and state employment policies, that seek to mitigate the impacts of different types of unemployment, are clarified. It turned out that the Pardubice district is one of the least affected districts by the economic crisis in the terms of unemployment. From the most widely used instruments retraining has shown high efficiency in employing the job-seekers, but no major influence on the development of unemployment was observed there. Eventually, half of the six regional individual projects, which were financed by the resources from the European Social Fund, achieved success rate lower than 50%.
