Financial control as a source of the public sector effectiveness

Abstract:

Předmětem diplomové práce je finanční kontrola jako zdroj efektivnosti veřejného sektoru. Zákon o finanční kontrole je v České republice jedním z hlavních legislativních předpisů upravujících kontrolní mechanismy působící ve veřejném sektoru. Organizace veřejné správy jsou povinny se tímto zákonem řídit a dbát na to, aby veřejné finanční prostředky byly využívány efektivně, účelně a hospodárně. Teoretická část práce je zaměřena na deskripci a analýzu prostředí, ve kterém je zákon o finanční kontrole uplatňován. Dále jsou definovány a na realizaci zákona o finanční kontrole ve veřejné správě teoreticky aplikovány vnitřní faktory efektivnosti veřejného sektoru. Praktická aplikace takto definovaných vnitřních faktorů efektivnosti veřejného sektoru na konkrétních organizacích veřejné správy směřuje k analýze efektivního fungování finanční kontroly ve veřejné správě a ke stanovení problémových oblastí zákona.

Abstract:

The objective of this graduation thesis is a financial control as a source of the public sector effectivness. One of the main legislative rules in the Czech Republic that govern control mechanism of the public sector is a financial control law. Organisations of the public administration are obligated to abide by this law and to respect effective, efficient and economical use of financial resources. The theoretical part of this thesis is focused on a description and analysis of the atmosphere where the financial control law is applied. Further intrinsic factors of effectivness of the public sector are defined and also their theoretical application on the implementation of the financial control law is stated. The practical application of these factors on particular organisations of the public administration proceeds to an analysis of efficient functioning of financial control in the public admnistration and to determinate the troubled parts of the law.
