Abstract:

Tématem mé absolventské práce je popis situace institucionalizované péče o seniory v Jihomoravském kraji. V první kapitole jsem se věnovala definici seniorského věku, popisu změn, které provázejí proces stárnutí a jejich příčin. Slouží tak jako podklad pro pochopení specifických potřeb seniorů a následně z nich vyplývajících potřeb sociálních služeb. Ve druhé kapitole práce se věnuji podrobnějšímu rozboru důvodů, které vedou k potřebě spektra sociálních služeb pro seniory – tedy změny ve zdravotním stavu a sociálním statusu lidí v seniorském věku. Třetí kapitola práce je zaměřená na problematiku dlouhodobé péče o seniory. Definuji a popisuji v ní typické aspekty této práce. Všímám si změn ve společnosti, které vytvářejí tlak na vznik těchto služeb, například prodloužení střední délky dožití obyvatel České republiky. Zde rozlišuji formy péče, jak v oblasti péče domácí, tak institucionální a jejich možnosti. Ve čtvrté kapitole popisuji péči o seniory z hlediska nabídky registrovaných a neregistrovaných sociálních služeb. Nabízím vhled do problematiky obou typů služeb. V páté kapitole se věnuji samotnému rozboru sociální péče, která je poskytovaná seniorům v Jihomoravském kraji. Kraj tyto sociální služby poskytuje a koordinuje. Dále přiznává příspěvek na péči, který je vyplácen dle regulí, jak seniorům, tak osobám se zdravotním postižením. Tento příspěvek mohou senioři využít k naplnění svých potřeb dle vlastního uvážení. Tím se vytváří prostor pro poskytování neregistrovaných sociálních služeb. Jejich činnost však není z hlediska kvality kontrolována státem. Zde si také všímám situace v oblasti umísťování seniorů do domovů. Velkým problémem je především čekací doba na umístění, i když je snaha postupovat podle naléhavosti stavu klienta, nicméně kapacita těchto služeb je omezena až 3 roky. V závěru práce shrnuji výsledky svého zkoumání a popisuji stav sociálních služeb v Jihomoravském kraji a na tomto základě vyhodnocuji jejich kapacitu a dostupnost ve jmenovaném regionu. Také vyslovuji názor, proč jsou tyto služby lidmi v seniorském věku využívány.

Abstract:

The topic of my graduation thesis is to descrobe the situation of institutionalized care for senior citizens in the South Moravia Region. In the first chapter, I focused on defining the senior age, describing the changes accompanying the again process, and their causes. It serves as a basis for understading the specific needs of seniors and subsequently the needs of social services arising from them. In the second chapter of the thesis, I delve into a more detailed analysis of the reasons leading to the need for a spectrum of social services for seniors – namely changes in the health status and social status of people in the senior age group. The third chapter of the thesis is focused on the issue of long-term care for seniors. I define and describe typical aspects of this work. I am noticing changes in society that create pressure for the emergence of these services, such as the extension of the average life expectancy of residents of Czech Republic. Here, I distinguish between forms of care, both in the field of home care and institutional care, and their possibilities. I describe the care of seniors from the perspective of the offering of registered and unregistered social services. I provide insight into the issues of both types of services. In the fifth chapter, I analyze sociaal care provided to seniors in the South Moravia Region. The regional social services coordinate and provide these services. They also provide a care allowance, which is paid according to regulations, both to seniors and to people with disabilities. This allowance, wich seniors can use to meet their needs at their discretion, creates space for the provision of unregistered social services. However their activities are not quality-controlled by the goverment. Furthemore, I address the situation regarding the placement of seniors in homes. A major problem is primarily the waiting time for placement, even though efforts are made to proceed according to the urgency of the client´s condition, neveretheless the capacity of these services is limited to up to 3 years. In the conclusion of thesis, I summarize the results of my research and describe the state of social services in the South Moravia Region. On this basis, I evaluate their capacity and availability in this region. I also express my oponion on why these services are utilized by people in the senior age group.
