Different approaches of Social Policy and Social Work towards Social Exclusion

Abstract:

Tento text se zabývá klíčovými aspekty teorií a praxe sociální politiky a sociální práce v jejich přístupu k integraci sociálně vyloučených lidí. Ukazuje aplikace konzervativního principu workfare, jež vychází z tradičního předpokladu, že příčinou problému sociálního vyloučení jsou instituce sociálního státu - klíčem je integrace skrze jejich omezení a posílení principu soběstačnosti a orientace na pracovní výkon. Druhou perspektivou je analýza aktivní politiky zaměstnanosti, jež vychází z předpokladu, že příčinou sociálních problémů jsou rovněž sociální a ekonomické faktory nezávislé na snaze jednotlivce. Cílem této části je nastínit základní parametry evaluace aktivních politik na trhu práce v České republice. Ve třetí, poslední části je pojednána vize sociálního vyloučení jako nedostatku autonomní moci rozhodovat se o vlastních životech a cílech. Autor věří, že tyto tři vize jsou vzájemně komplementární a že teprve jejich reflexe umožní pochopit různé aspekty realizovaných politik.

Abstract:

The text deals key theoretical aspects and practical background of the Social Policy and Social Work towards the integration of disadvantaged-excluded people. First, it shows applications of conservative principles of workfare. The principles have off-springs in the traditional assumption that the main causes of social exclusion are the institutions themselves. The solution is their retrenchment and the stress of the work-tests and self-help through the orientation on the gains from the employment. Second perspective is about the active labour market measures which assume that at least a part of the social problems are also social and economic factors (generally independent on the individual possibilities). The goal is the evaluation of the effects of ALMPs in the Czech Republic. The third part is about the vision of the social exclusion from the perspective of missing power to make autonomous decisions about life style and economical prospectus. Author believes that the three different perspectives are complementary and that their reflexive analysis can bring understanding different aspects of the realized programmes.
