Abstract:

Tato práce zkoumá fenomén politické opozice. Tento fenomén je dobře znám v demokratických ale i nedemokratických režimech. Pro účely této práce je nutné popsat opozici v demokraciích a následně provést hlubší analýzu a její aplikaci na prostředí Velké Británie. V této práci jsou především tři základní cíle: Za prvé, představit základní definiční modely, koncepty a typologie politické opozice. Za druhé, rozebrat praktické fungování britské opozice a za třetí, aplikovat teoretické modely na případu opozice Velké Británie. Práce je rozdělena do dvou částí: na teoretickou a praktickou část. V první části je důraz kladen především na popsání a analýzu nejvýznamnějších definic, typologií a konceptů politické opozice, tedy na Dahlův, Blondelův a Beymeho koncept. V druhé části se popisují specifické funkce Opozice Jejího Veličenstva. Tato část je rozdělena do několika podkapitol, kde se řeší institucionalizace opozice, základní charakteristiky a klíčové funkce britské opozice apod. Práce se také soustředí na dva významné orgány britské opozice, na lídra opozice a stínový kabinet. Práce poukazuje i na odlišnosti od opozice v kontinentální Evropě. Prvně popsaný koncept opozice od Roberta Dahla je stále nepřekonaný, i když se mnozí autoři snažili koncept zlepšit či doplnit, nepodařilo se. Dahlův originální koncept ukázal, že politická opozice ve Velké Británii je unikátní a pravděpodobně ideální model. Na druhou stranu je jasné, že vše záleží na nastavení politického systému, volebního systému a politické kultuře dané země. Opozice ve Velké Británii je právě proto označována za umírněnou, odpovědnou a loajální opozici.

Abstract:

This thesis will explore the phenomenon of ?political opposition.? This is a well known and understood concept in both democratic and non-democratic regimes alike. For the purpose of this thesis, it is necessary to describe the opposition in democracy and to undertake a deeper analysis of this political concept by applying the theoretical framework to Her Majesty?s Opposition in Great Britain. The three main aims of this thesis are as follows: Firstly we will describe and analyse basic definitions, typologies and concepts with regards to the ?political opposition.? Secondly, we will present the different characteristics of the British opposition. Finally, we will use theoretical concepts of political opposition (mainly that of Robert Dahl) and apply these to a case study on Great Britain. The analysis within this thesis will be presented in two parts: theory and empirical data. In the former section, we will present the most eminent and referenced concepts of political opposition from the authors; Dahl, Beyme and Blondel. In the second part we describe special functions of Her Majesty?s Opposition, and this section which will be divided into several chapters discussing issues such as the institutionalization of Opposition, fundamental characteristics of the British opposition, and key functions and competencies of the Opposition. We will also focus on two main bodies within this organisation; the Leader of Opposition and the Shadow Cabinet. In this part of the thesis we will also try to describe and explain the main differences from cases within continental Europe. What conclusions can be drawn from all this? The Concept first described by Robert Dahl is by no means obsolete, and although many authors have tried to improve on this original concept, this has been undertaken with little success. Dahl?s original concept also showed that the political opposition system in Great Britain is unique and probably defines an ?ideal? model. Conversely, it is clear that everything depends on set up of the political system election system and political culture of the country in question. Because of these conditions, Her Majesty?s Opposition conducts itself within moderate limits, shows utmost sense of responsibility and can be regarded loyal to its constitution.
