Analysis of multilingual policy of the European Union and prediction of its future development

Abstract:

Tato diplomová práce se zabývá jazykovou politikou EU. Cílem práce je nastínit další směřování jazykové politiky EU v návaznosti na další očekávaná rozšíření, proto základní postulát v tomto kontextu představoval otevřenou hypotézu, kterou by práce potvrdila či vyvrátila. Pro její dosažení byla zvolena metoda policy analysis, která nejlépe posloužila ke zhodnocení dosavadního vývoje jazykové politiky EU a jejích aktérů. Na základě předchozího vývoje a předchozích rozšíření byly ilustrovány změny, které mohou ovlivnit i další vývoj. Práci bylo nutné rozvrhnout do několika částí. V první části došlo k rozklíčování otázky úředních jazyků EU a související legislativy, což zpřesnilo následující postup a lépe vymezilo výzkumný prostor. Další část se věnovala analýze jednotlivých aktérů z pohledu vnitřní organizace, pracovních postupů, změn, které proběhly v souvislosti s rozšířením 2004 a z pohledu nákladů a efektivity provedených změn. Každý aktér získal svou samostatnou podkapitolu zakončenou dílčím závěrem. Další část práce se věnuje celkové analýze rozšíření 2004 a jeho finančním aspektům, na které volně navazuje poslední část zaměřená na jednotlivé scénáře, kterými se budoucnost jazykové politiky EU může ubírat. Ačkoli se při takto nastavené práci s otevřenou hypotézou neočekávala jasná odpověď, její vytvoření dále komplikovala v současné době především uzavřenost a neveřejný charakter probíhajících jednání na téma budoucnosti jazykové politiky EU. Výsledkem práce proto není 1 scénář, nýbrž seznam několika dílčích scénářů, jejichž kombinace a větší či menší míra realizace vytvoří finální podobu jazykové politiky EU v následujících letech.

Abstract:

This thesis deals with the language policy of the EU aiming to outline its perspectives in the context of a potential expansion and enlargement of the EU. It was therefore not possible to identify a clear position likely to be confirmed or refuted. The basic statement requires an open hypothesis. For the purpose of this thesis the method of policy analysis seemed the most appropriate as it allowed for evaluation of all actors involved. Based on the history and previous enlargements there should be proved changes which could influence the future development. For more clarity, the research was divided into several chapters. The first part dealt with the EU official languages and related legislative. Thanks to this preliminary analysis a work method has been identified allowing for delimitation of the research area. The next chapter analysed the actors from the angle of internal management, working procedures, changes occurred in the context of the enlargement in 2004, the financial point of view and actor's efficiency. Each actor has been examined in a specific sub-chapter closed by partial conclusion. In the next chapter a specific attention was paid to the 2004 enlargement and its financial consequences. The thesis concludes by particular scenarios which can represent the future of the EU language policy. Although the thesis started by an opened hypothesis, compilation of its main difficulty of the research work resided in the non-public nature of ongoing negotiations on the future of the EU language policy. The final outcome of this thesis is therefore not only one scenario but it consists of a list of various scenarios which, depending on their nature and the extend to which they materialize, might form the EU language policy in the next coming years.
