Green 10 and the environmental policy of the European Union after 2019

Abstract:

Tato diplomová práce je jednopřípadovou studií věnující se Green 10, skupině deseti vlivných environmentálních nevládních organizací působících v EU, jejichž záměr je ovlivňovat environmentální politiku EU a prosazovat ambicióznější cíle. Cílem této práce je analyzovat využívané strategie jednotlivých členů Green 10 k ovlivňování environmentální politiky EU od podpisu Evropské zelené dohody po současnost. Práce představuje environmentální politiku EU, její vývoj, hlavní aktéry a rozhodovací proces, stejně tak i samotnou Zelenou dohodu pro Evropu. Dále práce pojednává o skupině Green 10 a jednotlivých členech s cílem upozornit na rozdíly v rámci této skupiny, která bývá označována jako zájmová skupina, advokační síť, koalice či federace. Pro dosažení cíle práce jsou analyzovány vyjednávací strategie, které jsou rozděleny na vnitřní a vnější lobbing. Vnitřní lobbing je zaměřený na evropské instituce, především na Evropskou komisi a Evropský parlament. Vnější lobbing je adresovaný široké veřejnosti a strategie tohoto lobbingu jsou dále rozděleny na informační a mobilizační. U jednotlivých členů Green 10 i Green 10 jsou identifikovány dílčí aktivity, které využívají a jsou rozděleny do jednotlivých kategorií.

Abstract:

This master thesis is a single case study focusing on the Green 10, a group of the ten influential environmental NGOs operating in the EU, whose aim is to influence EU environmental policy and to push for more ambitious goals. The aim of this thesis is to examine the strategies used by each member of the Green 10 to influence EU environmental policy from the signing of the European Green Deal to the present day. The thesis presents the EU environmental policy, its evolution, the main actors and decision-making process, as well as the European Green Deal itself. Furthermore, it discusses the Green 10 and its individual members in order to highlight the differences within this group, which is often referred to as an interest group, advocacy network, coalition or federation. In order to achieve the aim of the thesis, the strategies used by Green 10 and its members are analyzed. They are divided into inside and outside lobbying. Inside lobbying is addressed to the European institutions, mainly the European Commission and the European Parliament. Outside lobbying is addressed to the general public and its strategies are grouped into information and mobilization strategies. The activities used by each member of the Green 10 and the Green 10 are identified according to this division.
