Subsidies and transfers from an accounting perspective and their effect on the economy

Abstract:

Bakalářská práce se zabývá problematikou transferů příspěvků a dotací v příspěvkových organizacích. Autorka se zaměřila především na účtování různých typů rozpočtových příjmů a provedla analýzu účetních metod v podmínkách konkrétní příspěvkové organizace z oblasti školství. Úvodní část bakalářské práce obsahuje vymezení základních pojmů, zabývá se obecnou charakteristikou příspěvkových organizací, vedením účetnictví a zejména příjmovou částí jejich rozpočtu. Podstatný díl této kapitoly je věnován metodám účtování různých typů transferových příjmů na základě příslušných právních předpisů. Ve své práci si autorka stanovila tři výzkumné problémy. V aplikační části je čtenář seznámen s dotacemi a příspěvky, které získala konkrétní základní škola v letech 2011 – 2015, následně je popsán postup jejich zaúčtování. Tím jsou zodpovězeny dva ze tří výzkumných problémů. K vyřešení třetího výzkumného problému využila autorka rozhovor s ředitelkou základní školy, jehož cílem bylo zjistit, zda a jak přijaté granty pomohly rozvoji zkoumané příspěvkové organizace. Při práci využívala autorka údaje, které získala studiem právních předpisů, dokumentů příspěvkové organizace, literatury a z poznatků z vlastní praxe. Na základě teoretických zjištění a analýzy vybrané příspěvkové organizace došla práce k závěru, že čerpání nejrůznějších dotací a grantů je pro příspěvkové organizace i přes značnou administrativní náročnost jednoznačným a nezanedbatelným přínosem.

Abstract:

The thesis deals with the issue of transfers of allowances and subsidies of the contributory organizations. The author focused primarily on the posting of various types of budgetary revenue and undertook an analysis of the accounting methods in terms of the specific contributory organization of education. The opening part of the bachelor thesis contains the definition of the basic terms, it deals with the general characteristics of the contributory organizations, the accounting and in particular the income part of the budget. A substantial part of this chapter is devoted to the methods of accounting for the different types of transfer on the basis of the relevant legislation. In the work the author established three research problems. In the application part there is the reader acquainted with the subsidies and allowances received by a particular elementary school in the years 2011-2015, then there is described their accounting. This are answered two of three research problems. To solve the third problem, the author of the research used an interview with the Director of the elementary school. The target of the interview was to determine whether and how the received grants helped the development of the organizations examined. At work the author used the information obtained by studying the legislation, documents of organizations, literature, and from the knowledge of her practice. On the basis of the theoretical survey and analysis of the selected contributory organization the thesis came to the conclusion that the drawing of various subsidies and grants is for organizations, despite the considerable administrative burden, clear and significant benefit.
