Občanské fórum na Ostravsku: regionální problémy a jejich odraz ve volebním programu

Abstract:

Bakalářská práce se zabývá procesem ustavování Občanského fóra po 17. listopadu 1989, a to jak na centrální úrovni v Praze, tak na regionální úrovni na Ostravsku. Cílem práce je postihnout rozdíly v tomto procesu na obou úrovních a charakterizovat úlohu podnikových občanských fór v ostravském regionu. Důležitou otázkou je, zda měla sametová revoluce šanci uspět i v tzv. železném srdci republiky, tedy v prostředí dělníků v těžkém průmyslu, a zda se jí tato skupina obyvatel ve větším míře aktivně účastnila. Práce dochází k závěrům, že rozdílné byly především problémy, které se na jednotlivých úrovních řešily, například míra podílu na moci v centru oproti výměně lokálních politických představitelů v regionu. V otázce aktivity dělníků OF pak zjišťuje, že jejich zastoupení v podnikových Občanských fórech dosahovalo značné míry. Druhá část práce pak zkoumá, do jaké míry byly regionální problémy na Ostravsku vnímány na centrální úrovni v Praze. To je zjišťováno na základě analýzy centrálního volebního programu OF ve volbách do České národní rady a do Federálního shromáždění České a Slovenské federativní republiky v červnu roku 1990 a jeho následnou komparací s dokumenty zaměřenými na regionální problémy Ostravska. Ta naznačuje, že pouze některé regionální agendy byly reflektovány centrálním volebním programem, ale většinu problémů program neřešil, ba naopak vytvářel riziko vzniku problémů nových.

Abstract:

The bachelor thesis deals with the process of forming of the Civic forum after 17th November 1989 on the central level in Prague as well as on the regional level in Ostrava. The aim of the thesis is to cover the differences in the process on both levels and characterize the role of the Civic forums in companies in the Ostrava region. It is an important question if the velvet revolution stood a chance of success in the so called iron heart of the republic, it means in the environment of the heavy industry workers, and if this group of citizens participated in the larger scale in the revolution. The thesis concludes that there were differences especially in the discussed problems on each level, e.g. degree of share in power in the centre versus replacement of local political representatives in the region. Concerning activity of workers in the CF the thesis finds out, that their involvement in company Civic forums reached a significant measure. The second part of the thesis studies to which extent the regional problems were perceived on the central level in Prague. This is examined by the analysis of the central electoral program of the CF in the parliamentary elections of 1990 and its following comparison with documents concerning regional problems of Ostrava and its neighbourhood. This implies that only some of the regional agenda was reflected by the central electoral program, but it did not deal with most of the problems and on the contrary, it carried a risk of new difficulties.
