Europe 2020 Strategy: Support of Research and Development in Selected Countries of the Central European Region

Abstract:

Cílem této diplomové práce je zhodnotit plnění druhého cíle Strategie Evropa 2020 týkajícího se investování 3 % HDP do výzkumu a vývoje v zemích středoevropského regionu a identifikovat strategie a nástroje, které země využívají k naplňování tohoto cíle. K hodnocení jsou využity metody deskripce, rešerše odborné literatury, komparace, kvalitativní a kvantitativní analýzy. V porovnání s evropským průměrem patří problematika investic do výzkumu a vývoje v zemích středoevropského regionu k zásadním problémům. Státy středoevropského regionu se svými výsledky řadí spíše ke státům, které nenaplňují cíle v oblasti investic do výzkumu a vývoje. Z hlediska sledovaných států nejsou výsledky zdaleka vyrovnané a státy neplní cíle na stejné úrovni. Z hodnocení vyplývá, že nejúspěšnější zemí je Německo spolu s Rakouskem, které jako jediné plní výše uvedený cíl Strategie Evropa 2020. Vzhledem ke zjištěným údajům jsou v závěru zformulována doporučení pro jednotlivé státy za účelem zefektivnění investic do výzkumu a vývoje.

Abstract:

The aim of this diploma thesis is to evaluate the fulfillment of the Europe 2020 Strategy's second goal to invest of 3% of GDP into research and development in the countries of the Central European region and identify strategies and tools that countries use to achieve this goal. The evaluation is based on a description, literature search, comparison and qualitative and quantitative analysis. Compared to the European average, the issue of investment in research and development in the countries of the Central European region is one of the major problems. The countries of the Central European region tends to be among the countries that do not meet the goals in the area of R&D investment with their results. From the point of view of the monitored countries, the results are far from balanced and the states do not meet the targets at the same level. The evaluation shows that the most successful country is Germany, together with Austria, which is the only one to meet the above-mentioned goal of the Europe 2020 Strategy.
