Analysis a assessment of the impact of the NIS2 directive on essential entities

Abstract:

Tato bakalářská práce se zabývá analýzou a hodnocením dopadů směrnice NIS2 (směrnice Evropského parlamentu a Rady (EU) 2022/2555 ze dne 14. prosince 2022 o opatřeních k zajištění vysoké společné úrovně kybernetické bezpečnosti v Unii a o změně nařízení (EU) č. 910/2014 a směrnice (EU) 2018/1972 a o zrušení směrnice (EU) 2016/1148 (směrnice NIS 2) na kybernetickou bezpečnost a odolnost informačních systémů subjektů v oblastech např. energetiky, outsourcingu ICT nebo veřejné správy. V současném digitálním prostředí, kde závislost na informačních technologiích a sítích stále roste, má kybernetická bezpečnost klíčový význam pro ochranu citlivých dat, infrastruktury a veřejné důvěry. Směrnice NIS2, známá také jako revize směrnice o kybernetické bezpečnosti sítí a informačních systémů, představuje klíčový právní nástroj Evropské unie pro posílení ochrany kybernetické infrastruktury a dat v digitálním prostředí. Tato práce si klade za cíl provést analýzu obsahu směrnice NIS2, identifikovat klíčové změny a nové požadavky, a následně provést důkladné zhodnocení jejího dopadu na tzv. základní subjekty, včetně provozovatelů kritické infrastruktury a poskytovatelů digitálních služeb. Výsledky této práce budou mít významný dopad na povědomí o směrnici NIS2 a poskytnou informace pro organizace a subjekty působící v kybernetickém prostředí, které budou muset reagovat na nové požadavky a zajistit adekvátní ochranu svých kybernetických aktiv. Bakalářská práce přispěje k lepšímu porozumění této klíčové legislativní iniciativy a jejího vlivu na kybernetickou bezpečnost v EU. Výzkumná otázka: Jaké jsou hlavní dopady a účinky implementace Směrnice NIS2 na kybernetickou bezpečnost a odolnost informačních systémů v oblasti veřejné správy a školských zařízení?

Abstract:

This bachelor thesis deals with the analysis and evaluation of the impact of Directive NIS2 (Directive (EU) 2022/2555 of the European Parliament and of the Council of 14 December 2022 on measures to ensure a high common level of cybersecurity in the Union and amending Regulation (EU) No 910/2014 and Directive (EU) 2018/1972 and repealing Directive (EU) 2016/1148 (NIS2 Directive)) on the cybersecurity and resilience of information systems of entities in areas such as energy, ICT outsourcing or public administration. In today's digital environment, where the dependency on information technology and networks continues to grow, cybersecurity is crucial to protect sensitive data, infrastructure and public trust. The NIS2 Directive, also known as the revision of the NIS Directive, is a key legal instrument of the European Union to strengthen the protection of cyber infrastructure and data in the digital environment. This paper aims to analyse the content of the NIS2 Directive, identify the key changes and new requirements, and then conduct a thorough assessment of its impact on the so-called core actors, including critical infrastructure operators and digital service providers. The results of this work will have a significant impact on awareness of the NIS2 Directive and will inform organisations and entities operating in the cyber environment that will need to respond to the new requirements and ensure adequate protection of their cyber assets. The thesis will contribute to a better understanding of this key legislative initiative and its impact on cyber security in the EU. Research question: What are the main impacts and effects of the implementation of the NIS2 Directive on the cybersecurity and resilience of information systems in public administrations and educational institutions?
