Abstract:

NKÚ je nezávislým kontrolním orgánem, jehož existence se přímo odvíjí z Ústavy ČR, kde je však tento orgán upraven pouze rámcově. Konkrétní podobu existence a fungování NKÚ odvozujeme ze zákona o NKÚ. Tato diplomová práce se zabýva formami činnosti Nejvyššího kontrolního úřadu. Práce je pro větší přehlednost členěna na jednotlivé kapitoly a podkapitoly. Tato práce si klade za základní cíl to, aby podala ucelený přehled a rozbor postavení a působnosti NKÚ, jakožto nezávislého orgánu s ohledem na formy činnosti veřejné správy vykonávané tímto nezávislým orgánem a popis případných sporných ujednání s ohledem na této činnosti.

Abstract:

The SAO is an independent inspectorate, whose existence is directly derived from the Constitution, which is governed only by the authority generally. The particular form of existence and operation of the SAO derive from the Act on SAO. This thesis deals with the forms of the Supreme Audit Office. The work is divided for greater clarity on the various sections and subsections. This work has as fundamental objective is to submit a comprehensive overview and analysis of the status and scope of the SAO, as an independent authority with regard to forms of public service activities performed by an independent body and a description of any contested arrangements with regard to this activity.
