The Visegrad Group and its importance for the Czech Republic

Abstract:

Tato bakalářská práce se věnuje významu Visegrádské čtyřky pro Českou republiku. Cílem práce je zhodnotit význam spolupráce konkrétně v letech 2015-2024. Pro účely této práce využívám liberální teorii mezinárodních vztahů, především pohled institucionálního liberalismu. Téma zkoumám prostřednictvím jednopřípadové studie, kterou dělím do dvou částí. V první části práce se věnuji analýze významu Visegrádské čtyřky pro Českou republiku od jejího vzniku do roku 2015. Toto období jsem rozdělila do tří konkrétních časových úseků – tří kapitol. Ve druhé části práce se pak věnuji významu visegrádské spolupráce pro Českou republiku v letech 2015-2024. Uvádím zde několik faktorů, které dle mého názoru v posledních deseti letech významně ovlivnily fungování V4, především pak hodnotím jejich význam pro Česko republiku. Docházím k závěru, že význam Visegrádské čtyřky pro Českou republiku lze hodnotit na základě hodnocení činnosti samotné skupiny. Čtyřka prošla řadou velice úspěšných období, během kterých byla ze strany české diplomacie vnímána velmi pozitivně a její význam byl pro Českou republiku nesporně kladný. V tomto ohledu se jedná především o období po roce 1991, aktivity visegrádských států směrem k rozšíření EU a po roce 2015 pak dopady migrační krize. Visegrádskou spolupráci však velmi výrazně sráží její nestabilita a především, nenaplněný potenciál, který soudobý pozitivní význam V4 pro Českou republiku zastiňuje. V závěru bakalářské práce otevírám prostor pro další odbornou debatu. Konkrétně pokládám otázku, jaký je význam visegrádské spolupráce pro Českou republiku do budoucna?

Abstract:

This thesis focuses on the importance of the Visegrad Group for the Czech Republic. The aim of the thesis is to evaluate the importance of cooperation, specified on the period 2015-2024. For the purpose of this thesis, I use liberal theory of international relations, especially the view of institutional liberalism. I explore the topic through a single-case study, which I divide into two parts. In the first part, I analyse the significance of the Visegrad Group for the Czech Republic from its establishment to 2015. I have divided this period into three specific time periods, three chapters. In the second part, I discuss the importance of Visegrad cooperation for the Czech Republic in the years 2015-2024. I list here several factors that, in my opinion, have significantly influenced the functioning of the V4 in the last ten years, and I emphasize their importance for the Czech Republic. I conclude that the importance of the Visegrad Group for the Czech Republic can be evaluated based on the evaluation of the success of the Group’s activities itself. V4 went through the very successful periods during which it was perceived very positively by Czech diplomacy and its importance for the Czech Republic was indisputably positive - in this regard, for example the period after 1991, the activities of the Visegrad towards EU enlargement, and the position of the states after migration crisis in 2015. However, the Visegrad cooperation is negatively influenced by its instability and, above all, its unfulfilled potential, which overshadows the contemporary positive significance of the V4 for the Czech Republic. In the conclusion of my thesis, I pose the question, what is the relevance of Visegrad cooperation for the Czech Republic in the future?
