Shaping Democratic Progressive Party Cross-strait Policy: Road to 2016 Election

Abstract:

Bakalářská práce se zabývá výzkumem faktorů ovlivňujících změny politiky Demokratické pokrokové strany (DPP) v oblasti čínsko-taiwanských vztahů spojených s předvolební kampaní strany. Zahraniční politika státu bývá ovlivňována dvěma důležitými faktory, jedná se o vliv ze zahraničí a neméně důležitý vliv společnosti daného státu, vlastní stranické politiky i opozice. V případě vztahů přes úžinu (z anglického termínu Cross-Strait Relations) je taiwanská zahraniční politika hlavně ovlivňována ze strany samotné ČLR, ale i ze strany Spojených států. Text se zabývá problematikou vztahů přes Taiwanskou úžinu. Zaměřuje se hlavně na nejvýraznější vlivy ze strany ČLR, USA a samotných taiwanských občanů na formulování a implementaci zahraniční politiky vůči Číně. Detailněji sleduje tvorbu „čínské politiky“ uvnitř DPP, čím nebo kým byla ovlivněna a jaký měla důsledek. V tomto případě je klíčové předvolební období a vliv výše zmíněných faktorů na na část volebního programu DPP zabývající se vztahy přes úžinu. Následná změna na prezidentském postu a v parlamentu umocněná výrazným vítězstvím Tsai Ing-wen a její strany v roce 2016 umožnila aplikovat některé tyto změny na současnou zahraniční politiku. Práce je rozdělena do tří částí. První část tvoří úvod do historie vztahů mezi Taiwanem a Čínou v období stanného práva a následné demokratizace. Účelem této části je úvod do problematiky a představení klíčových faktorů, které ovlivňují politiku Taiwanu vůči Číně. Další část se zaměřuje na první úspěch DPP v prezidentských volbách a následné období po roce 2008, které bylo klíčové pro tvorbu volební kampaně DPP v roce 2016. V třetí části práce na základě analýzy odborné literatury a metody rozhovoru zachycuje předvolební snahu DPP o reflexi postoje taiwanské společnosti, zajištění podpory Spojených států a samozřejmě také pokusy o formulování politiky, která bude přijatelná pro čínskou stranu. Ve výsledku tato bakalářská práce nejprve představuje nezbytné historické souvislosti, díky nimž je čtenář následně schopen porozumět provedenému vyzkumu. Samotný výzkum následně podává ucelený obraz toho, jaký byl proces tvorby politiky DPP vůči ČLR před volbami 2016 a jak moc velký vliv měly jednotlivé faktory na její formulování.

Abstract:

This bachelor thesis deals with factors influencing changes in Democratic Progressive Party (DPP) cross-strait policy for the 2016 election campaign. The foreign policy of the state is often affected by two crucial set of factors. These are external influences and not less critical domestic influences, including public opinion, party platform, and political opposition. In the case of cross-strait relations, Taiwanese foreign policy was mostly influenced by the PRC and the US. Analysis mainly focuses on issues relevant for cross-strait relations, in particular, the most significant influences of the PRC, the US and Taiwan public on shaping and implementation of Taiwan’s cross-strait policy. It closely observes formulation of cross-strait policy inside the DPP, i.e., by what, or how, was the policy influenced, and what was its impact. The central part is the analysis of pre-election period and influence of factors on the DPP’s party platform. Following the DPP’s election victory and the resulting change in power in both the executive and legislative branches of the government, enables the DPP to apply some elements of the party platform on relations with China. This work is divided into three parts. First part is an introduction to the dynamics of mutual ties between Taiwan and China during the period of martial law and the subsequent period of democratization in Taiwan. Purpose of this part is to introduce the key factors influencing Taiwan’s cross-strait policies. The second part deals with the first success of the DPP in the presidential election, and following period under the KMT rule from 2008 to 2016, which was essential for shaping DPP’s election campaign for following 2016 election. The final part, using relevant literature analysis and interviews, presents DPP pre-election efforts to reflect the position of Taiwanese society, secure support of United States, and attempts to formulate a policy which would be acceptable for the PRC. The thesis first introduces necessary historical context which helps the reader to understand the broader context of conducted research. Consequently. Research then demonstrates the whole process of shaping DPP’s cross-strait policy before the 2016 election and, how much influence individual factors (domestic and external) had on its formulation.
