The Development of Committee of the Regions' competencies

Abstract:

The Committee of the Regions (CoR) has been established by Treaty on European Union in 1993. However, its status and ranged competencies have not met with regional representatives’ expectations. Presented bachelor thesis is dealing with the development of Committee of the Regions competencies in the context of intergovernmental conferences 1996 – 2007. The aim of the thesis is to find out how the treaty revisions (Treaty of Amsterdam, Treaty of Nice, Treaty of Lisbon) altered the status and powers of the CoR comparing to the establishing treaty. CoR´s activities are observed in connection with intergovernmental conferences, at which it strove for implementation it´s demands into the treaty´s body. Afterwards, the thesis analyses how many requests have been implemented into the particular treaties. The final outcome of my thesis is that CoR has successfully implemented 79% of his demands, and at the same time the Lisbon treaty had been the most contributively. Compare to the CoR´s status in 90´s, nowadays it is endowed with more competencies in different areas, it has gained respect for regional and self-governmental principle and successfully involved national parliaments into the legislation process.

Abstract:

Výbor regiónov bol založený Zmluvou o EÚ v roku 1993, no jeho postavenie a pridelené kompetencie nezodpovedali víziám zástupcov regiónov EÚ. Predložená bakalárska práca sa zaoberá vývojom právomocí tohto poradného orgánu, v kontexte revízií zmlúv primárneho práva EÚ na medzivládnych konferenciách 1996 – 2007. Cieľom práce je zistiť, ako revízie primárneho práva (Amsterdamská zmluva, Zmluva z Nice, Lisabonská zmluva) zmenili postavenie a rozsah právomocí Výboru regiónov v porovnaní s jeho zakladajúcou zmluvou. Aktivity Výboru regiónov sú sledované na pozadí medzivládnych konferencií, na ktorých usiloval o zakomponovanie svojich požiadaviek do pripravovaného textu revíznych zmlúv. Následne práca analyzuje jednotlivé zmluvné texty a mieru zohľadnenia predložených požiadaviek. Výsledkom práce je zistenie, že Výboru regiónov sa podarilo presadiť 79% požiadaviek, pričom najprínosnejšia pre neho bola Lisabonská zmluva. V porovnaní s 90. rokmi disponuje dnes Výbor regiónov rozsiahlejšími právomocami, podarilo sa mu presadiť rešpektovanie regionálneho a samosprávneho princípu a zapojenie národných parlamentov do legislatívneho procesu.
