Abstract:

Diplomová práce je zaměřena na oblast bankovnictví v České republice. Úvodní část je věnována charakteristice bankovního sektoru, včetně historického exkurzu, který přibližuje vznik prvních bank a počátek hypotečního úvěrování na našem území. Další část práce se zabývá problematikou hypotečních úvěrů a hypotečních zástavních listů. Je zde popsán typický bankovní produkt hypotečních bank, jeho členění dle různých hledisek, jednotlivé fáze hypotečního úvěrování i současná právní úprava. U hypotečních zástavních listů je popsána jejich podoba, úročení a cena. Neméně důležitou činností v oblasti bankovnictví je bankovní regulace a dohled, které je věnována samostatná kapitola diplomové práce. Velký důraz je kladen na objasnění regulace vstupu do bankovního systému, obezřetného chování bank, kapitálu banky, pojištění vkladů, ale přibližuje například i metody bankovního dohledu či možná opatření k nápravě nedostatků. Poslední část diplomové práce se zaměřuje na roli územně samosprávného celku jako žadatele o hypoteční úvěr, včetně analýzy jeho hospodaření a zadluženosti.

Abstract:

This diploma thesis is focused on the area of banking system in the Czech Republic. The preliminary part deals with the characteristics of the banking sector including of history excursion. The excursion lets us to better understand the concept of the first bank and the beginning of mortgage lending in our region. The problems of mortgage loans and mortgage bonds are presented in another part of thesis. This part describes the typical banking product of mortgage bank: how the product is classified by variable aspects, particular phases of mortgage loaning and present legislative. In the case of mortgage bonds they are described by their form, rating and price. Banking supervision and regulation are not less important activities. These problems of the banking sector are described in the specific chapter of this diploma thesis. Much emphasis is put on the explanation of input regulation into the banking system. This part describes bank circumspection, bank capital, and insurance of deposits and the method of banking supervision in relation to possible precautions in case of deficiencies reparation. The last part of this diploma thesis is focused on the regional municipalities in the banking system. The municipality role as postulator for mortgage loan is described more including economic analysis and insolvency.
