Abstract:

Digitalizace veřejného sektoru v poslední době značně pokročila díky rozvoji informačních a komunikačních technologií. Technologický pokrok na jedné straně usnadnil výkon veřejné správy, na druhé straně však přinesl vážné problémy různým útvarům a složkám. Technologický pokrok rozšířil možnosti vládních organizací v jejich snaze sdílet informace napříč různými institucionálními horizonty. Digitální veřejná správa se objevila v různých aspektech odvětví a společností. Zavedla koncept interoperability, inteligentní výroby, internetu věcí, velkých dat, umělé inteligence a technologie blockchain a zajímavějším způsobem usnadnila život komunitám. Interoperabilita informačních systémů veřejného sektoru je v oblasti veřejné správy jedním z hlavních témat diskusí. Interoperabilita systému určuje, jak dobře mohou jednotlivé součásti systému sdílet informace a spolupracovat. Poskytování služeb, přidělování zdrojů a rozhodování, to vše má v kontextu veřejné správy velký přínos z interoperability. Interoperabilita v informačních systémech vládních agentur závisí do značné míry na několika faktorech. Klasifikace práce na interpretovatelnosti, která vyplývá z analýzy literatury, navrhuje, aby interpretovatelnost modelů běžně zahrnovala spolupráci a porovnávání mentálních modelů mezi lidmi v různých rolích, často zaměřenou na budování důvěry nejen mezi lidmi a modely, ale také mezi lidmi v rámci organizace. Tyto faktory jsou obecně známy jako lidské faktory interoperability informačních systémů. Zejména tyto lidské faktory hrají významnou roli při zavádění digitalizace v organizacích veřejného sektoru, zlepšují inovační standard, přispívají k dlouhodobé konkurenceschopnosti a podporují výzkumné a vývojové činnosti s cílem vyvinout nové způsoby práce ve veřejné správě. Aby bylo zaručeno, že interoperabilita informačních systémů veřejné správy bude účinná a úspěšná při poskytování služeb veřejnosti, je nezbytné zohlednit úlohu lidských faktorů v interoperabilitě. V tomto ohledu je záměrem tohoto výzkumu posoudit úlohu, kterou lidský faktor hraje v interoperabilitě informačních systémů veřejné správy.

Abstract:

Public sector digitalization has widely progressed due to the advancement of information and communication technologies in recent times. On one side the advancement of technology has facilitated public administration, but on the other side, it has created serious challenges among various departments and units. The advancement of technology has expanded the capabilities of government organizations in their quest to share information across different institutional horizons. Digital public administration has emerged in various aspects of industries and societies. It has introduced the concept of interoperability, smart production, internet of things, Big Data, artificial intelligence, and blockchain technology, and facilitated the communities in a more interesting manner. Interoperability among public sector information systems has been a major topic of discussion within the public administration domain. A system's interoperability determines how well a system?s many components can share information and work together. Service delivery, allocation of resources, and decision-making all benefit greatly from interoperability in the context of public administration. Interoperability in government agency IT systems relies heavily on several factors. The classification of interpretability work that arises from literature analysis proposes that model interpretability commonly involves cooperation and mental model comparison between people in diverse roles, often aimed at building trust not only between people and models but also between people within the organization. These have been widely known as the human factors in information systems interoperability. Particularly, these human factors play a magnificent role in implementing digitization among public sector organizations, improve the innovation standard, add in the long-term competitiveness, and boost the R&D activities to develop new way of doing things in the public administration. To guarantee that public administration information systems interoperability is efficient and successful in serving the public, it is essential to consider the role of human factors in interoperability. In that regard, this research intends assess the role human factors play in public administration information systems interoperability.
