Operation of the Integrated Rescue System

Abstract:

Tématem této bakalářské práce je Činnost Integrovaného záchranného systému (IZS). Jedním z cílů práce je představení specifické role Armády České republiky (AČR) jako jedné ze složek IZS. Cílem práce je se zaměřit jak na základní strukturu složek IZS, tak na typové činnosti při společné činnosti na záchranných a likvidačních pracích v kontextu mimořádných událostí. Zvláštní pozornost je v práci věnována možnostem a rozsahu zapojení AČR do systému IZS, a to především v případě vyhlášení krizové situace. Práce je rozdělena na část teoretickou a praktickou. V části teoretické je představen konceptuální rámec bezpečnosti České republiky, včetně rozlišení mezi vnější a vnitřní bezpečností a vývojem těchto pojmů v kontextu současných bezpečnostních výzev, jako byla pandemie covid-19. Dále jsou definovány a popsány hlavní složky IZS – Hasičský záchranný sbor České republiky, Policie ČR a Zdravotnická záchranná služba, prostor je věnován i jejich roli v tomto systému. Empirická část práce se zaměřuje na analýzu konkrétních případů spolupráce mezi složkami IZS a AČR, přičemž klade důraz na efektivitu této spolupráce a identifikaci případných výzev a limitů. Na základě shromážděných dat a analýzy je diskutováno zapojení AČR do IZS, včetně legislativního rámce, možností a omezení. V závěru práce jsou hrnuty klíčové poznatky z analýzy a je zde zformulováno doporučení pro zlepšení spolupráce mezi AČR a ostatními složkami IZS. Tato bakalářská práce shrnuje ucelený pohled na činnost IZS a na významnou roli Armády České republiky v rámci tohoto systému s ohledem na zajištění bezpečnosti státu, a to jak bezpečnosti vnitřní, tak vnější.

Abstract:

This bachelor thesis deals with the activities of the Integrated Rescue System (IRS) and specifically with the role of the Czech Army as one of the components of the IRS. The aim of the thesis is to analyse the basic structure and typical activities of the components of the IRS during joint activities in rescue and liquidation work in the context of emergencies. Particular attention is paid to the possibilities and extent of the involvement of the Czech Armed Forces in the IZS system, especially in the event of a declared crisis situation. In the theoretical part, the conceptual framework of the security of the Czech Republic is presented, including the distinction between external and internal security and the evolution of these concepts in the context of current security challenges, such as the Covid-19 pandemic. The empirical part of the thesis focuses on the analysis of specific cases of cooperation between the IZS and the ACR, emphasizing the effectiveness of this cooperation and identifying potential challenges and limits. Based on the collected data and analysis, the involvement of the ACR in the IZS is discussed, including the legislative framework, possibilities and limitations. The paper concludes by summarizing the key findings of the analysis and providing recommendations for improving cooperation between the ACR and other components of the IZS. This bachelor thesis provides a comprehensive view of the activities of the IRS and the important role of the Czech Army within this system, with regard to ensuring the internal and external security of the state.
