Perceived Roles and Perceived Legitimacy of the Czech Senate: General Public vs. Senators

Abstract:

Při hodnocení povahy a významu bikameralismu se tradičně kladla pozornost na 1) pravomoci horních komor a 2) potenciální rozdíl ve složení s dolní komorou. Až v nedávné době byla jako třetí zásadní faktor uznána vnímaná legitimita horních komor. Tato případová studie proto analyzuje vnímané role a vnímanou legitimitu české horní komory – Senátu. Jsou zkoumány percepce veřejnosti i samotných členů. Práce proto stojí primárně na sérií interview se zástupci obou těchto skupin, které byla následně podrobeny kvalitativní obsahové analýze. Jako doplňková metoda pak slouží kvantitativní analýza všech senátních kandidátů od roku 1996 do roku 2022 zkoumající trendy v preferovaných kandidátech. Výsledky ukazují, že percepce obou zkoumaných skupin se v mnoha ohledech výrazně liší a že vedle sebe současně existuje vícero vnímaných rolí Senátu, přičemž různé role mají jiný dopad na vnímanou legitimitu instituce. Výsledky také ukazují, jak je role Senátu závislá na svých členech, kteří si v podstatě mohou vybrat, jakou roli budou v Senátu vykonávat (celostátní kontrolní role vs. obhajoba zájmu obvodu). Práce rovněž demonstruje, jaké konkrétní faktory je třeba vzít v potaz pří měření vnímané legitimity horních komor.

Abstract:

When assessing the nature and strength of bicameralism, political scientists have traditionally focused on the 1) powers of upper chambers and 2) potential (in)congruence with the lower chamber. More recently, the perceived legitimacy of upper chambers has been recognized as a vital third factor. Therefore, this case study analyses the perceived roles and perceived legitimacy of the Czech upper chamber – the Senate. The perceptions of the general public and members of the institution are examined. The thesis is based primarily on interviews with representatives of both groups, which were subjected to a qualitative content analysis. A quantitative analysis of all Senate elections' candidates from 1996 to 2022 examining trends in the preferred candidates then serves as a complementary method. The results show that the perceptions of the two groups differ significantly in many aspects and that multiple perceived roles of the Senate coexist, with different roles having different impacts on perceived legitimacy. The results also reveal how the role of the Senate is dependent on its members' perceptions, who can essentially choose what role they perform (control role vs. constituency representation). The thesis also demonstrates what specific factors need to be considered when measuring the concept of upper chambers' perceived legitimacy.
