Abstract:

Tato diplomová práce je zaměřená na téma Etiky ve veřejné správě. Cílem je zhodnotit vliv etického kodexu na fungování veřejné správy a zjistit, zda je kodex zaměstnanci v praxi dodržován, dále navrhnout možná doporučení pro dodržování a správné fungování veřejné správy. K naplnění tohoto cíle jsou vybrány statutární města Karviná a Havířov. Teoretická část je rozdělena na 3 kapitoly. První kapitola je věnována nezbytnému popisu veřejné správy. V druhé kapitole je popsána etika ve veřejné správě a její možné selhání. Další kapitola popisuje etický kodex. Praktická část práce je věnována popisu současné situace a vlastnímu výzkumu formou dotazníkového šetření u zaměstnanců a klientů úřadů, dále bude použita metoda deskripce a komparace. Poslední část práce poskytuje doporučení k dodržování etického kodexu.

Abstract:

This thesis is focused on the subject of Ethics in Public Administration. The aim of this work is to evaluate the influence of the code of ethics on the functioning of public administration and to find out whether the code is observed by employees in practice and propose possible recommendations for compliance and proper functioning of public administration. To fulfill this goal are chosen the statutory cities of Karviná and Havířov. The theoretical part is divided into 3 chapters. The first chapter is devoted to the necessary description of public administration. The second chapter describes ethics in public administration and its possible failure. The next chapter describes the code od ethics. The practical part of the work is dedicated to the description of current situation and the own research in the form of questionnaire survey of the employees and clients of the offices, and the method of description and comparison will be used. The last part of the work provides recommendations for compliance with the code of ethics.
